ACQUISITION OF PILOT EQUIPMENT FOR THE BIOPROCESSES AND BIOPRODUCTS PLATFORM IN A SINGLE LOT

Université Gaston Berger de Saint-Louis Unité de Formation et de Recherches des Sciences Agronomiques, de l'Aquaculture et des Technologies Alimentaires (UFR S2ATA) (AOI) N°F_S2ATA_128/2026 1. This Open International Invitation to Tender follows the General Procurement Notice published on the website www.afd.dgmarket.com and in the newspaper "SUD QUOTIDIEN" on Thursday, December 29, 2025. 2. The Training and Research Unit for Agricultural Sciences, Aquaculture, and Food Technologies of UGB has obtained financing from the French Development Agency as part of the Sustainable Engineering of Bio-based Products (IDBio) project, and intends to use a portion of it to make payments under the contract for the acquisition of pilot equipment for the bioprocesses and bioproducts platform. 3. The Training and Research Unit for Agricultural Sciences, Aquaculture, and Food Technologies (UFR S2ATA) of UGB is soliciting sealed bids from eligible and qualified candidates for the acquisition of pilot equipment for the bioprocesses and bioproducts platform in a single lot. 4. The procurement will be conducted through an Open International Invitation to Tender as defined in the Public Procurement Code, and open to all eligible candidates. 5. The qualification requirements for all lots are: Technical capacity and professional experience: • Have successfully executed, over the last five (5) years (2021, 2022, 2023, 2024, 2025), at least two (02) contracts for the supply, installation, and/or commissioning of laboratory equipment or complex industrial equipment of a similar nature and scale to those covered by this contract. Bidders must provide, for each reference presented, a certificate of good execution or service rendered issued by the beneficiary or the contracting authority, stating at least the object of the contract, its amount, the year of execution, and the satisfactory quality of the services performed. The amount of each similar contract must correspond to at least 80% of the estimated contract amount; • The Bidder must demonstrate in its offer, to the satisfaction of the buyer, that if awarded the contract, it will be able to mobilize a team capable of carrying out monitoring and repairs within a reasonable timeframe; • Produce certificates proving that the team members who will install the equipment are qualified to carry out such work; • Provide catalogs detailing the types of equipment or technologies, including all documentation and technical data sheets proving that the proposed equipment or technologies meet the conditions of use for which they are ordered. Financial and administrative capacity: • Have a credit line of at least thirty-three million (33,000,000) FCFA, attested by a banking institution authorized by the Ministry of Finance and Budget or a similar body for foreign candidates; • Have achieved an average annual turnover of at least one hundred and fifty million (150,000,000) FCFA over the last three years (2023, 2024, 2025). • Provide audited financial statements for the last three years (2023, 2024, and 2025) duly certified by a chartered accountant or an accounting firm approved by the National Order of Chartered Accountants and Certified Accountants of Senegal (ONECCA) or equivalent bodies if not required by the regulations of the candidate's country. 7.
