Le marché envisagé a pour objet l'acquisition et l'exploitation de stations mobiles de traitement des PFAS dans l'eau destinée à la consommation humaine. Entre 2023 et 2024, l'ARS Grand Est a mené des campagnes d'analyses exploratoires des substances perfluoroalkylées et polyfluoroalkylées (PFAS) dans l'eau destinée à la consommation humaine. Le respect d'une limite de 0,1 µg/l au robinet du consommateur pour la somme de 20 PFAS analysés est exigé depuis janvier 2023. Un contrôle sanitaire a été déployé dès 2025 en Région Grand Est en anticipation de l'obligation de contrôle, à partir de 2026, des PFAS dans l'eau destinée à la consommation humaine. Or, une contamination a été mise en évidence au niveau de plusieurs ressources du Grand Est, entrainant des restrictions de consommation de l'eau pour les habitants. Dans l'attente d'une solution pérenne, les collectivités concernées fournissent de l'eau en bouteille à la population, ce qui représente une dépense importante pour les communes rurales. Dans ce contexte, la Région Grand Est souhaite acquérir des stations mobiles de traitement afin de soutenir les collectivités confrontées à cette situation, le temps d'identifier une solution pérenne à la pollution. Dans le cadre de ce marché, un comité de pilotage, composé de la Région Grand Est, l'Agence régionale de santé et les Agences de l'eau concernées, identifiera les communes dans lesquelles les stations pourront être déployées. Ainsi, le marché objet de la consultation vise ; - la fourniture de stations mobiles de traitement des PFAS dans l'eau destinée à la consommation humaine ; - la mise en service et l'exploitation (suivi de traitement, rechargement matériaux filtrants etc…) des stations mobiles de traitement sur plusieurs sites de la Région Grand Est. Le marché sera conclu sous la forme d'un accord-cadre mono-attributaire à bons de commandes, sans montant minimum et pour un montant maximum de 2 430 000 euro(s) HT sur la durée totale du marché
