This call for tenders follows the publication of the Public Procurement Plan of the University of Abomey-Calavi on the public procurement web portal on April 13, 2026. A notice will be published on the Benin public procurement website and on the AFD Afd.dgmarket.com marketplace. 2. The University of Abomey-Calavi has obtained financing from the French Development Agency to finance the cost of the INSPIRE project. It is expected that a portion of the sums granted under this financing will be used to make payments for the Acquisition and installation of various biomedical equipment, reagents and laboratory consumables. 3. The University of Abomey-Calavi is seeking sealed offers from eligible candidates who meet the required qualifications to acquire and deliver laboratory reagents and consumables and install biomedical equipment, consisting of two (2) lots: • lot 1: Reagents and small consumables • Lot 2: Technical Equipment Variants will not be considered. These supplies are to be delivered to the University of Abomey-Calavi within three (03) months. 4. Participation in this open call for tenders as defined in Law No. 2020-26 of September 29, 2020, on the Public Procurement Code in the Republic of Benin, concerns all eligible candidates who meet the conditions defined in this open call for tender file and who are not subject to the provisions of Articles 61 and 121 of the said law. 5.

The delivery period is three (03) months. 6. The qualification requirements are: a) For existing companies: • Technical capacity and experience of existing companies: - Be a company specializing in the marketing of laboratory reagents and equipment, evidenced by registration in the trade register or statutes as the main activity. Business areas designated as "various services or miscellaneous services" will not be considered; - Possess approval from the Ministry of Health or any other equivalent document signed by the Benin Agency for Medicines and other Health Products (ABMed) valid at the deadline for submission of offers, authorizing the bidder to import and market laboratory consumables and laboratory equipment respectively (provide legalized copies); - Have key personnel whose profiles, qualifications, and experience comply with those indicated in point 5 of subsection C. Evaluation and Qualification Criteria. - Have effectively executed, as a supplier or subcontractor, at least two (02) similar contracts in the last three years (2023, 2024, and 2025) and the current year, for the supply of laboratory reagents and equipment, with a minimum value of eighty-nine million four hundred ninety-one thousand five hundred twenty-five (89,491,525) CFA francs excluding tax each per lot, evidenced by legalized copies of certificates of good performance or acceptance reports, accompanied by contracts (cover page, signature page, and page showing the amount in simple copies), signed by the contracting authorities or their representatives (public administration, state or mixed companies or offices, representations or international organizations in Benin) or any other legal entity in private law; • Financial capacity of existing companies: - Have achieved an average annual turnover of at least ninety-three million two hundred twenty thousand three hundred thirty-nine (93,220,339) CFA francs each per lot over the last three (03) years (2023, 2024, and 2025); evidenced by financial statements provided in the form prescribed by point 1 of Annex A-3-2; - Have liquid assets in the form of equity or credit lines amounting to forty-nine million seven hundred seventeen thousand five hundred fourteen (49,717,5
