"Adaptation to climate change through the implementation of water infrastructure for increased retention and infiltration, and revitalization of areas in Krakow – Nowa Huta"

The subject of the order is the selection of a Contractor to perform the function of Investor's Supervision Inspector for the construction works and green plantings related to the revitalization of the Na Skarpie and Stalowy housing estates in Krakow, for the Municipal Greenery Authority in Krakow. The order concerns investment task No. ZZM/O1.12/26 titled "Adaptation to climate change through the implementation of water infrastructure for increased retention and infiltration, and revitalization of areas in Krakow". The scope of works in the Na Skarpie estate includes the dismantling and disposal of small architectural elements, demolition of existing surfaces with their sub-base and removal and disposal of rubble, earthworks and preparatory works, construction of new surfaces with concrete slabs, including on a WEMA grid frame, and asphalt surfaces. Renovation of walls, terrain stairs, and balustrades at building no. 30 is also planned, supply and installation of new small architectural elements, execution of external electrical installations including the installation of lighting fixtures and acceptance measurements, felling and maintenance works, and preparation of the substrate, land reclamation, establishment of lawns, and execution of new plantings of trees, shrubs, and perennials. In the Stalowy estate, the scope includes demolition, earthworks, and preparatory works, construction of new surfaces with concrete blocks and slabs, polished concrete, asphalt, and mineral surfaces, renovation of small architectural elements, purchase, supply, and installation of new small architectural elements, execution of road markings, felling works, execution of new plantings and their subsequent maintenance. The implementation of the investment will be carried out based on the required notifications, permits, and administrative decisions. For the Na Skarpie estate, this includes, among others, a certificate of no objection to the notification of intent to carry out construction works, permit No. 1191/22 from the Municipal Conservator of Monuments with amending decision No. 143/2025, permit No. 1290/2025 regarding activities at a monument, and permit No. 1291/2025 for the removal of trees and shrubs. For the Stalowy estate, the basis includes, among others, certificates of no grounds for objection to the notified works and permits from the Municipal Conservator of Monuments No. 1233/22 with amending decision No. 144/2025, No. 1293/2025, and No. 1289/2025. The scope also includes permit No. 1192/22 with amending decision No. 145/2025. The primary task of the Supervision Inspector is to represent the Ordering Party on the construction site and to control the correctness of the investment's implementation. The Inspector verifies the compliance of the performed works with the design documentation, applicable legal regulations, Polish Standards, principles of technical knowledge, conditions of obtained permits and decisions, and the contract concluded with the works contractor. His duties also include confirming the compliance of the applied technical, material, and functional solutions, as well as compliance with regulations regarding nature and monument protection. The Inspector provides the Contractor with explanations regarding design solutions and agrees with the Ordering Party on the justification for introducing alternative solutions, changes in materials, or devices. In the event of minor deviations from the approved design, he prepares appropriate drawings and descriptions. He also agrees on changes regarding the value and scope of works and informs the Ordering Party about the need for additional or alternative works. At the construction stage, the Inspector supervises at intervals ensuring effective control of work progress, and if necessary, remains on standby for control also at night. He documents the progress of works through entries in the construction log, notes, and photographic documentation, which he makes available in electronic form upon request by the Ordering Party. He organizes and conducts periodic coordination meetings regarding the progress of works and technical issues and prepares minutes from them. The Inspector's duties include monitoring the progress of works and comparing the actual progress with the works schedule. In case of delays or threats, he takes actions to enable the timely completion of the task. He informs the Ordering Party on an ongoing basis about problems related to the investment and, at its request, prepares information on the progress of works in text and graphic form. He indicates errors or omissions in the design documentation and other documents and requests necessary corrections, expert opinions, technical tests, or changes in design solutions, after obtaining the required agreements from the Designer. The Inspector controls the organization and security of the construction site and the compliance of the work marking with the approved temporary traffic organization plan, if required. Special control is applied to the protection of existing trees, shrubs, turf areas, and soil. The Inspector checks the course of technological roads, the method of protecting vegetation, and the protection of soil against compaction and contamination. He also controls the correct maintenance of the construction log and the making of entries concerning significant circumstances of the works execution. If irregularities are found, the Inspector may issue orders to the site manager or works manager regarding their removal, correction, or re-execution of defective works, specifying the deadline for completion. In case of safety threats, non-compliance with the design, decisions, or regulations, or the risk of losses on the part of the Ordering Party, he may suspend further work. In the event of discovering uninventoried historical objects, he is obliged to secure them and immediately notify the Ordering Party and the relevant monument conservator. An important element of supervision is the control of the quality of construction works and agrotechnical works, as well as checking the quality of materials used, construction products, organic materials, devices, and equipment.
