Als Kwartiermaker Kabinet en Ondersteuning heb je een dubbele opdracht. Enerzijds ben je verantwoordelijk voor een plan voor het succesvol samen kunnen brengen van de medewerkers van het bestuurssecretariaat, de managementondersteuning en de kabinetsmedewerker tot ??n team van ondersteuners. De leidinggevende rol ligt niet bij de kwartiermaker maar bij de gemeentesecretaris. Dit betekent dat er aan het einde van de opdracht in ieder geval het volgende moet worden opgeleverd: Handreiking van uniforme werkwijzen binnen het cluster van secretarieel ondersteuners; Een capaciteitsplanning waaruit blijkt dat de secretarieel ondersteuners als ??n team functioneren; deze dient te zijn afgestemd op de omvang van het bestuur (ook na de verkiezingen);Een strategische personeelsplanning en formatieplan voor het cluster van secretarieel ondersteuners en het kabinet;Een rapportage van de teamontwikkelingsactiviteiten;Een ontwikkelplan voor de komende 2 jaren.Gedurende de inhuurperiode kan de kwartiermaker een aanspreekpunt zijn van het cluster, maar primair ligt de leidinggevende verantwoordelijkheid bij de gemeentesecretaris. Verder ben je verantwoordelijk voor het vormgeven van de kabinetsfunctie. Deze opdracht houdt verband met de wens van het bestuur om de kabinetsfunctie te professionaliseren. De kwartiermaker zal als senior Kabinetsadviseur fungeren van het bestuur (m.n. de burgemeester). Deze seniorfunctie is nieuw en zal door de kwartiermaker vorm en inhoud moeten krijgen. Voor het inhoudelijke werk is een kabinetsmedewerker aanwezig die de uitvoerende taken op zich neemt. In het kader van deze opdracht zal de kwartiermaker het volgende moeten opleveren: Een representatie- en public affairs-agenda voor de komende twee jaar;Een actueel bestand aan protocollen en draaiboeken voor alle offici?le representatiebijeenkomsten, werkbezoeken, vieringen en herdenkingen;Een procesbeschrijving van de wijze waarop in Waalwijk aanvragen voor onderscheidingen worden behandeld;Een advies over de wijze waarop de kabinetsfunctie - ook na de verkiezingen - het beste ingevuld kan worden. De kwartiermaker zal gedurende de inhuurperiode de burgemeester waar nodig ondersteunen bij de verschillende kabinetsactiviteiten, waaronder eventueel het optreden als woordvoerder.
