COLAB C40 is a network of nearly 100 mayors of the world's leading cities, working to implement the urgent actions needed to confront the climate crisis and build a future where all people, everywhere, can thrive. C40 city mayors are committed to a science-based, people-centered approach to limit global warming in line with the Paris Agreement, while promoting healthy, equitable, and resilient communities. C40 works in partnership with a broad coalition of representatives from the labor sector, businesses, the youth climate movement, and civil society, supporting mayors to halve emissions by 2030, phase out fossil fuels, and strengthen climate resilience and equity in cities. Global Covenant of Mayors for Climate & Energy (GCoM) The GCoM is the largest global city climate leadership alliance, uniting a global coalition of over 13,500 cities and local governments and over 100 supporting partners. GCoM cities and partners share a long-term vision of supporting voluntary actions to combat climate change towards a resilient, low-emission society. GCoM serves cities and local governments by mobilizing and supporting ambitious, measurable, and planned climate and energy actions in their communities, working with urban/regional networks, national governments, and other partners to achieve our vision. The coalition comprises cities on 6 continents and 146 countries, representing over 1 billion people — or more than 13% of the global population. Project Summary, Objective, and Context Mutirão Brasil Program The Mutirão Brasil Program is a strategic partnership between C40 Cities and the Global Covenant of Mayors for Climate & Energy (GCoM), with support from Bloomberg Philanthropies, aimed at accelerating climate actions in Brazilian cities. The initiative seeks to enable scaled results through the preparation of high-impact projects ready for investment, strengthening institutional structures for long-term transformation. By combining practical implementation and multilevel governance support, the program capitalizes on growing national climate ambition and the strategic opportunity of COP30 in Belém. Program Objectives Through a public call, cities could submit proposals at the end of 2025 presenting projects that could receive C40 support to enable their implementation. The call specifically invited projects related to active mobility and electromobility, and organic waste. Regarding the mobility axis, we work on projects aimed at fleet electrification, requalification of spaces for better use for active mobility, among others. In the waste axis, we are working on projects that seek to increase composting capacity in cities through partnerships with large waste producers such as municipal markets, piloting composting in schools, among others. Campaigns Component One of the cross-cutting components of the project is Campaigns, which aims to: • Increase the visibility of projects among city residents to increase the perceived value of the project as public policy. • Combat misinformation and "fake news" on topics adjacent to the program's areas of action. • Produce innovative campaigns that go beyond the digital world, going against the grain of what everyone else is doing. Instead of following "trends," we want to create new "trends." • Respect brand manuals, tone of voice, and other components that define city communication, integrating campaigns into what already exists, without making it seem like what is being presented is something complete.
