Description

Alberta Agriculture and Irrigation (AGI) - Water Infrastructure and Operations Branch (WIOB) is responsible for the operation and maintenance of approximately 10 billion dollars of provincially owned water management infrastructure. The Oldman River basin and Cypress Hills area accounts for approximately 65% of this infrastructure. WIOB manages a number of dam sites and water conveyance systems in this region. This infrastructure includes large earthen dams, some with an Extreme consequence of failure classification per the Canadian Dam Association. WIOB is also responsible for the operation and maintenance of over 200 kilometres of conveyance canals and other miscellaneous water management infrastructure.

This infrastructure provides water security for irrigation districts, water user co-ops for agricultural water supply, commercial businesses, domestic consumption, municipalities, recreational partners, Alberta Parks, and other individual users.

Maintenance and repair work for this infrastructure is critical and is an ongoing focus of WIOB. Much of the maintenance work includes the need for specialized welding and fabricating.

WIOB requires a general contractor that can deliver a wide array of specialized fabrication, maintenance, modification or repair of steel or structures including but not limited to ladders, handrails, grating, platforms and bridge sections, piping, fencing and other special purpose fabrications maintenance services, to meet some of the complex operational and maintenance requirements of these diverse water management projects.

The typical activities that could be included are outlined in Appendix B of the RFP.

Some of these work activities may require oversight from a Consultant Engineer for design and quality assurance. Involvement of a Consultant Engineer, if required, will be provided by the province separately, and the Consultant Engineer’s oversight would vary from project to project.

The RFP is for general steel and structural maintenance and repair work as directed by AGI from a prioritized project list following standardized best practices or from a supplied design. The work will be completed within the Southern Operations Region. Project assignment areas may include the following sites and systems:

• Waterton-St. Mary Headworks System near Cardston, Alberta
• Oldman River Dam Project near Pincher Creek, Alberta
• Lethbridge Northern Headworks System near Fort Macleod, Alberta
• Mountain View Leavitt Aetna Headworks System near Mountain View, Alberta
• Willow Creek Area near Stavely, Alberta
• Cypress Hills Area near Medicine Hat, Alberta

Based on a description of the work, the Proponent will prepare detailed estimates; submit shop drawings and erection plans and provide product data based on a description of the project work. Typical work may include but would not be limited to:

• Fabrication, installation or repair of steel structures like handrails, stairs, platforms or access covers.
• Construct and install specialty items like access hatches, gate or valve flanges, piping, structural members, traffic exclusion swing gates.
• Repairs and general on-call field welding service capability
The proponent will understand and be competent in the application of CAN/CSA S16 Standards for services provided.

Steel and structural service workflow would typically be as follows:

• Assignment by the WIOB Project Manager
• discussed between the WIOB and Contractor Managers and other interested parties
• include preparation of shop drawings, proposed cost estimates and other submittals (if required)
• review and approval by WIOB Project Manager
• completion of fabrication/repair, installation and inspection.

Fabrication and repair services may be performed on location in rural environments, at the proponent’s shop or a combination of both depending on the project requirements.

The Contractor will conduct repair and fabrication services with the objective of extending the service life of existing WIOB infrastructure. The skills and experience in repair and fabrication will be relied upon in some instances when WIOB is seeking recommendations related to maintenance work.

For this contract, the contractor will work with several individuals. The Contract Manager and Project Manager will remain constant throughout the contract. Project work or assignments are variable and may involve input and review from an Engineering Consultant. Some project assignments will rely on the contractor’s experience and professional capacity (in-house).
