Predmet nabave je analiza, projektiranje, razvoj, implementacija, testiranje, puštanje u produkcijski rad, edukacija korisnika te jamstveno održavanje integriranog informacijskog sustava za agroekološko zoniranje Republike Hrvatske (u daljnjem tekstu: AEZ sustav). Sustav mora predstavljati središnju nacionalnu platformu za prikupljanje, upravljanje, analizu, modeliranje, vizualizaciju i distribuciju agroekoloških podataka i rezultata agroekoloških analiza. Cilj sustava je uspostava jedinstvenog digitalnog okruženja koje omogućuje identificiranje i praćenje agroekoloških zona, procjenu pogodnosti za pojedine poljoprivredne kulture, izradu scenarijskih analiza te potporu donošenju stručnih i strateških odluka u području poljoprivredne politike, upravljanja prirodnim resursima i prilagodbe klimatskim promjenama. Sustav mora omogućiti obradu velikih količina prostornih i vremenskih podataka, provođenje složenih analitičkih procesa te distribuciju rezultata putem web GIS sučelja i standardiziranih servisnih sučelja. U dokumentu Prilog I – Projekt agroekološkog zoniranja Republike Hrvatske 2025.–2028. detaljno su opisane usluge te funkcionalni i nefunkcionalni zahtjevi koje isporučeno aplikativno rješenje mora uključivati. Sve navedeno su nužni elementi isporučenog rješenja. Faza 1 – Uspostava geoprostorne platforme i osnovnih funkcionalnosti Faza 2 – Razvoj analitičkog sustava agroekološkog zoniranja Faza 3 – Produkcijska primjena agroekološkog zoniranja Po završetku projekta Naručitelju mora biti isporučeno potpuno funkcionalno rješenje koje omogućuje: 1. izračun nacionalnih agroekoloških zona Republike Hrvatske 2. procjenu pogodnosti za poljoprivredne kulture 3. usporedbu različitih klimatskih scenarija i scenarija razvoja pojedinih poljoprivrednih kultura temeljenih na ulaznim podacima i prediktivnim modelima 4. centralizirano upravljanje prostornim i analitičkim podacima 5. web GIS pregled agroekoloških zona 6. razmjenu podataka putem standardnih OGC i REST servisa 7. dugoročnu nadogradivost i održivost sustava
