1. Procurement details
(1) Item classification number 71, 27

(6) Bidding method When determining the successful bid, the successful bid price will be the amount obtained by adding 10% of the amount stated on the bid form to that amount (if there is a fraction of less than one yen, that fraction will be rounded down). Therefore, bidders shall state on the bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are subject to consumption tax.
2. Qualifications for participation in competition
(1) Must not fall under the provisions of Article 70 of the Order on Budget, Auditing, and Accounting. Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for concluding a contract fall under special reasons in the said article.
(2) Must not fall under the provisions of Article 71 of the Order on Budget, Auditing, and Accounting.
(3) Must be ranked as Grade A in the "Service Provision, etc." category of the Reiwa 07, 08, 09 Supreme Court Competitive Participation Qualification (Unified Qualification for All Ministries and Agencies).
(4) The application period and location for the qualification in 2.(3) above shall be in accordance with the application method for the Unified Qualification for All Ministries and Agencies.
(5) Must not have received measures to be excluded from designation by the Supreme Court at the time of bid opening.
(6) Must meet other qualifications specified by the Authorized Officer for Expenditure in accordance with Article 73 of the Order on Budget, Auditing, and Accounting.

4. Use of the electronic procurement system
This project will be conducted using the electronic procurement system for bidding, document submission, bid opening, etc. However, those who find it difficult to use the said system may participate or change to the paper bid method with the approval of the Authorized Officer for Expenditure.
5. Other
(1) Language and currency to be used in contract procedures Limited to Japanese and Japanese currency.
(2) Bid security and contract security Exempt.
(3) Matters required of bidders Bidders must respond if requested to provide explanations regarding the proposal by the Authorized Officer for Expenditure on the day before the bid opening.
(4) Invalid bids Bids submitted by persons who do not have the competitive participation qualifications specified in this announcement, bids submitted by persons who have not fulfilled the obligations required of bidders, and bids that violate the conditions of bidding in the courts shall be deemed invalid.

(6) Method of determining the successful bidder The successful bidder shall be selected from among bidders who have proposed performance and functions that meet all the mandatory items among the performance, function, and other requirements specified in the bid explanation document by the Authorized Officer for Expenditure, and who have submitted a bid price within the limit of the estimated price prepared in accordance with Article 79 of the Order on Budget, Auditing, and Accounting, using the comprehensive evaluation method specified in the bid explanation document by the Authorized Officer for Expenditure.
