2. Matters Concerning Competitive Bidding
(1) Subject of Tender: Survey on Government AI Implementation and Needs in Global South Countries
(2) Specifications: As per the procurement specifications.
(3) Contract Period: From the date of contract signing to March 31, Reiwa 9.
(4) Place of Performance: As per the procurement specifications.
(5) Bidding Method, etc.: Bids must be for the total amount. The successful bidder will be determined by a comprehensive evaluation and bidding method, so please submit a technical proposal as indicated in the tender documents. The successful bid price will be the bid amount (excluding the amount of consumption tax and local consumption tax on taxable purchases included in the calculation basis of the bid amount) plus 10% of that amount (if there is a fraction of less than 1 yen, it will be rounded down). Therefore, bidders must state in their bid the amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax.
(6) Use of Electronic Procurement System (Government Electronic Procurement System (GEPS))
This procurement is subject to the Electronic Procurement System (Government Electronic Procurement System (GEPS)). However, those who cannot use the system may use the paper bidding method in the format specified in the tender documents. However, if using the paper bidding method, a statement of reasons as specified separately must be submitted.
3. Qualifications Required for Bidders
(1) Not falling under Article 70 of the Order for Enforcement of the Budget, Auditing and Accounting.
(2) Not falling under Article 71 of the Order for Enforcement of the Budget, Auditing and Accounting.
(3) Must be rated in grade A, B, or C for "Provision of Services, etc." in the unified qualifications for all ministries and agencies for Reiwa 7, 8, and 9.
(4) Not currently subject to a suspension of bidding or other measures based on the "Standards for Suspension of Bidding, etc. for Contracts for Goods, etc." by the Digital Agency or other ministries and agencies.
(5) In addition to the above, must meet the conditions for bidding qualifications as specified in the tender documents.

(1) Language and Currency to be Used in Bidding and Contract Procedures: Japanese and Japanese currency only.
(2) Bid Security and Contract Security: Exempt.
(3) Matters Required of Bidders: Those wishing to participate in this general competitive bidding must prepare documents for comprehensive evaluation based on the specifications provided by the Digital Agency and submit them by the deadline specified in the announcement. Furthermore, if requested to provide explanations regarding such documents by the authorized signatory for expenditure, etc., they must comply. The comprehensive evaluation documents prepared by the bidder will be reviewed by the Digital Agency, and only bids submitted by those who have passed the technical review will be considered for award.
(4) Invalid Bids: Bids submitted by persons who do not meet the required qualifications for participation in this tender, or bids that violate the terms and conditions of bidding, will be considered invalid.
(5) Requirement for Contract Creation: Required.
(6) Method of Determining the Successful Bidder: Within the limit of the estimated price prepared in accordance with Article 79 of the Order for Enforcement of the Budget, Auditing and Accounting, the authorized signatory for expenditure shall determine the successful bidder from among the bidders who have submitted proposals meeting all the minimum requirements of the mandatory items specified in the tender documents, using the comprehensive evaluation method determined by the authorized signatory for expenditure. However, if it is recognized that the successful bidder may not be able to perform the contract in accordance with its terms due to the bid price, or if it is recognized that contracting with that person would disrupt the order of fair trade and be extremely inappropriate, another bidder who has submitted a bid within the limit of the estimated price and has the highest evaluation may be selected as the successful bidder.
