(7) Method of Determining Successful Bidder: The bidder who submits the lowest valid bid within the limit of the estimated price determined in accordance with Article 127, Paragraph 1 of the Yamanashi Prefectural Financial Regulations (1964 Yamanashi Prefecture Regulations No. 11) shall be the successful bidder. However, if it is deemed that the contract cannot be performed in a manner that complies with the content of the contract by the bidder who would be the successful bidder due to the bid price, or if it is deemed significantly inappropriate as it would disrupt the order of fair trade, the bidder who submitted the lowest bid among other bidders within the limit of the estimated price may be selected as the successful bidder. 4.
