Data management system (SaaS or On-Prem) - Procurement of a cultural environment information system

The City of Tornio and the City of Rovaniemi (hereinafter the contracting entities), whose clients are the Tornionlaakso Museum and the Lapland Provincial Museum, will acquire a cultural environment information management system that meets the objectives of the procurement through this joint procurement. The system will be implemented either as a Software as a Service (SaaS) or an on-premises solution (OnPrem). The system must be browser-based and suitable for managing information and materials related to built cultural heritage and archaeological heritage. The competition will select one solution (SaaS or OnPrem) for the procurement contract. If the solution is delivered as a SaaS service, it is a service agreement to which the JIT 2025 terms apply. If the solution is delivered as a license-based system, it is a goods procurement to which the JYSE 2025 Goods terms apply. The data management system will be used to store, manage, and maintain information and digital materials produced in the construction research and archaeological surveys and documentation of the museums. The system will also be used to create and manage spatial data related to the cultural environment. The purpose of procuring the cultural environment information management system is to streamline data processing processes and enable data sharing with parties collaborating with the museums in authority cooperation through versatile interface capabilities. The system also allows for the publication of selected materials for the use of museum clients through the Finna service. The system will be jointly used by the Tornionlaakso Museum and the Lapland Provincial Museum. Division for ease of readability: The subject of the procurement is a browser-based cultural environment information management system suitable for the client's intended use, meeting the requirements and conditions, and related services. The procurement includes at least: - system implementation - system testing and documentation - training and guidance related to system use - system support and maintenance services - system version updates - system development during the contract period. In addition to the system to be procured, the supplier commits to the further development of the System during the contract period in accordance with the set objectives. Contract terms will be determined by the selected solution model. The solution delivered as a SaaS service will be subject to JIT 2025 terms. The license-based system delivered as an OnPrem solution will be subject to JYSE 2025 Goods terms. In addition, Tornio and Rovaniemi will enter into separate data protection agreements, which are part of the overall contract. Lot 1: Price (VAT 0%) SaaS service - solution model SaaS solution means a cloud service produced and maintained by the supplier, where the system is accessible via the internet without the client's own server environment. The supplier is responsible for the system's maintenance, updates, information security, and technical functionality (see appendices). The client pays a continuous service fee for the use of the service as per the contract. If the solution is delivered as a SaaS service, it is a service agreement to which the JIT 2025 terms apply. Lot 2: Price (VAT 0%) On Prem - solution model On-premises solution means a system installed in the client's own operating environment, which is acquired on a license basis. The system is installed and used in the client's own infrastructure or in an environment managed by the client. The client is mainly responsible for the system's operating environment, and the supplier is responsible, as agreed, for the system's delivery, possible updates, and support and maintenance services (see appendices). If the solution is delivered as a license-based system, it is a goods procurement to which the JYSE 2025 Goods terms apply.
