(4) Construction Period: From the day after the contract signing date until February 26, 2025. (5) This construction project is subject to electronic bidding and contracting through the electronic procurement system. However, those who find it difficult to use the electronic procurement system may, with the consent of the contracting authority, use paper bidding and paper contracting methods. Eligibility for Participation in Competition (1) Not falling under the provisions of Article 70 of the Budget, Settlement, and Accounting Order (Imperial Ordinance No. 165 of 1947) (hereinafter referred to as "Budget Order"). Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion fall under "special reasons" in the same article. (2) Not falling under the provisions of Article 71 of the Budget Order. (3) Must be graded as "Electrical Construction" in the "General (Designated) Competitive Bidding Qualifications for Ministry of Land, Infrastructure, Transport and Tourism Works for Fiscal Years 2023 & 2024" at the time of tender opening and possess competitive bidding qualifications within the jurisdiction of the Osaka Regional Civil Aviation Bureau. (4) Determination of Successful Bidder: The successful bidder will be the one with the highest evaluation score within the range of the estimated price, based on comprehensive evaluation. However, if there is a concern that the contract may not be performed satisfactorily by the bidder who would be the successful bidder due to their bid price, or if it is deemed significantly inappropriate to conclude a contract with them due to the risk of disrupting fair trade order, the bidder with the highest evaluation score among other bidders who submitted bids within the range of the estimated price may be selected as the successful bidder. If the bid price of the bidder who would be the successful bidder falls below the investigation standard price based on Article 85 of the Budget Order, an investigation will be conducted in accordance with Article 86 of the Budget Order. (5) Confirmation of Deployed Supervising (or Chief) Engineer: If a violation of the exclusivity rule for deployed engineers is confirmed through CORINS or other means after the successful bidder is determined, the contract may not be concluded.
