Description

The Alberta Electric System Operator (AESO) is seeking proposals from qualified proponents to provide advisory and evaluation services in support of the AESO's Fast Frequency Response Plus (FFR+) Procurement. The AESO is seeking support in two distinct areas: Scope 1: Financial Viability Assessment Services, including the development of submission requirements, assessment methodologies, and the evaluation of project financial viability; and/or Scope 2: Commercial Operation Date Assessment Services, including the development of submission requirements, assessment methodologies, and the evaluation of the reasonableness and achievability of proposed commercial operation dates. Proponents may submit a proposal for Scope 1, Scope 2, or both scopes. The selected consultant(s) will work with the AESO throughout various phases of the FFR+ Procurement, including development of RFP requirements and evaluation methodologies, proposal evaluations, and post-award support activities. The services are expected to include, but are not limited to: - Developing submission requirements, evaluation criteria, assessment methodologies, evaluation templates, and pass/fail frameworks; - Advising the AESO on financial viability and/or project schedule assessment considerations; - Evaluating proposal submissions in accordance with the approved evaluation methodology; - Completing evaluation templates and supporting documentation, including rationale for evaluation findings and pass/fail determinations; - Identifying material risks, deficiencies, and concerns associated with proposals; and - Supporting the AESO during proponent debriefs and other post-award activities, as required. The AESO reserves the right to award one or both scopes to one or more successful bidders. The AESO anticipates entering into one or more agreements for a term of up to twelve (12) months.
