(6) Bidding Method: When determining the successful bid, the amount obtained by adding 10% of the amount written on the bid form to the said amount (if there is a fraction of less than one yen in the said amount, the fractional amount shall be discarded) shall be the successful bid price. Therefore, bidders shall, regardless of whether they are taxable or non-taxable for consumption tax and local consumption tax, write the amount equivalent to 100/110 of the estimated contract amount on the bid form.
2. Eligibility for Participation in Competition
(1) Those who do not fall under the provisions of Articles 7 and 8 of the Contract Procedures Regulations of Tokyo Institute of Science and Technology, National University Corporation. (The same applies to agents, managers, and other employees.)
(2) Those who have been graded A, B, C, or D in "Sales of Goods" for the Kanto-Koshinetsu region in Reiwa 8 under the unified qualification for all ministries and agencies. Applications for such competitive bidding qualifications are accepted at any time at the application reception offices listed in the appendix to the "Notice on Qualifications for Bidders" in the Official Gazette (Government Procurement Bulletin).
(3) Those who possess the qualifications specified by this university in accordance with the provisions of Article 6 of the Contract Procedures Regulations of Tokyo Institute of Science and Technology, National University Corporation.
(4) Those who are not currently subject to a suspension of business order from this university.
(5) Those who can prove that they have a system for prompt after-sales service and maintenance for the purchased goods.
(6) Those who can prove that they can fully deliver the goods specified in this announcement to the date and place designated by this university.

(3) Matters required of bidders: Those who wish to participate in this general competition must submit a sealed bid form along with documents proving their ability to deliver the goods specified in this announcement by the deadline for receipt of bid forms. Bidders must respond to requests for explanation regarding the said documents from this university by the day before the bid opening.
(4) Invalid bids: Bids submitted by those who do not meet the eligibility criteria specified in this announcement, bids by those who fail to fulfill their obligations, and other bids as per the bid explanation document.
(5) Requirement for contract creation: Required.
(6) Method of determining the successful bidder: The successful bidder shall be the bidder who submits a valid bid at the lowest price within the limit of the estimated price prepared in accordance with Article 13 of the Contract Procedures Regulations of Tokyo Institute of Science and Technology, National University Corporation, and whom this university has determined can deliver the goods specified in this announcement.

D not be currently under a suspension of business order as instructed by Institute of Science Tokyo.
E prove to have prepared a system to provide rapid after-sale service and maintenance for the procured products,
F prove to have the ability to deliver the products, required by this notice, on the date and to the place specified by Institute of Science Tokyo,
