Description
Department of Housing, Local Government and Community Development requires to establish a panel contract of qualified and experienced Code of Conduct Panel Members and Independent Assessors of Code of Conduct Complaints under the Local Government Act 2019.
Eligibility - The candidate must be either a legal practitioner with a minimum of five years’ professional experience, or an individual with at least five years’ experience in governance or public administration.
Stream 1 Code of Conduct Panel Members:
The role involves assessing and investigating complaints about councillor conduct, determining whether to dismiss, take no further action, or pursue inquiries based on statutory tests and public interest. It ensures serious matters progress to formal adjudication, reviews decisions made by Independent Assessors and councils, and addresses non‑compliance with sanctions.
Stream 2 Independent Assessor of Code of Conduct Complaints
The role involves assessing and investigating complaints regarding councillor conduct, determining whether to dismiss, take no further action, or pursue investigation in line with statutory and public‑interest criteria. It ensures serious matters progress to formal adjudication, including referral to the Code of Conduct Panel where warranted. The position also identifies and manages vexatious or frivolous complaints, fulfils mandatory reporting obligations to support transparency, and oversees the handling and outcomes of investigations and decisions.
The Panel Members on both the streams will exercise all statutory powers independently and are not subject to direction or influence from any other person when performing these functions
