Description
ATD programs are designed to provide an alternative to detention allowing youth to remain in the community during the pendency of their juvenile delinquency case. ATD programs will provide supervision and services to youth that are focused on ensuring their return to court and preventing rearrests. These programs will safely reduce the number of youths admitted to detention, engage young people toward their success, decrease rates of failure to appear and re-arrest amongst participating youth, and expand the continuum of supportive, community-based options available to youth in the NYC juvenile justice system, such as workforce development, educational and housing support. ACS conducted a Competitive Sealed Proposal process to solicit ATD services. Good Shepherd Services (GSS) received the award for the Brooklyn ATD program. Since GSS will not be ready to start the program till mid September, ACS would like to utilize the Center for Community Alternatives (CCA) to avoid an extended gap in ATD services in Brooklyn. CCA is currently contracted for ATD services in Brooklyn by MOCJ.
Pursuant to Section 3-04 (b)(2)(i)(D) of the New York City Procurement Policy Board (PPB) Rules, negotiated acquisition may be used if a compelling need for services exists that cannot be timely met through competitive sealed bidding or competitive sealed proposals. It is the best interest of the city to enter into a negotiated acquisition with CCA to avoid gap in services.
