Introductie Per 1 januari jl. zijn 5 sectorale ondernemingsraden en de nieuwe concern brede Groepsondernemingsraad (GOR) gestart. De raden hebben veel nieuwe leden gekregen, de GOR is zelf helemaal vernieuwd. Aan de zeggenschapskant is een nieuwe WOR-bestuurder benoemd. Daarmee maken zeggenschap en medezeggenschap een nieuwe start na een moeilijke periode waarin er geen goede samenwerkingsrelatie meer was tussen de vorige GOR en de vorige WOR-bestuurder. De basis voor deze nieuwe start is een extern adviesrapport waarin aanbevelingen staan voor een nieuwe samenwerkingsrelatie. De GOR, sectorale OR?en en de WOR-bestuurder willen langs die lijn werken aan de nieuwe medezeggenschap. De GOR zoekt daarvoor een eigen stevige secretaris met adviesrol. Vraag De nieuwe GOR zoekt een ervaren adviseur die inhoudelijk sterk is, het proces bewaakt en de samenwerking bevordert tussen alle betrokken partijen. Dat laatste gaat zowel over de relatie tussen zeggenschap en medezeggenschap, over de relatie tussen GOR en sectorale OR?en, als over de relatie tussen medezeggenschap en de achterban. Ook heeft de ambtelijke secretaris GOR samen met de secretaris van de WOR-bestuurder een regisserende rol bij het traject tussen WOR- bestuur en (G)OR die moet leiden tot een verbeterde samenwerkingsrelatie. Op de inhoud heeft de (G)OR behoefte aan een ambtelijk secretaris die de WOR uitlegt, de formele rol en positie van de (G)OR scherp heeft (advies, instemming) en ondersteunt bij het opstellen van adviezen en instemmingsreacties. Een goed functionerende medezeggenschap begint bij een stevig fundament: duidelijke processen, transparante communicatie en zorgvuldige documentatie. De secretaris bewaakt het proces, de opvolging van afspraken en het archiveren van documenten.
