10-Aug-2026 The services provided under this contract are summarized as follows: Describe the project, its components, its activities, and its direct, indirect, and cumulative areas of influence. Analyze the applicable national legal, regulatory, and institutional framework. Verify the alignment of the project with the requirements of the AfDB's SSI 2023. Conduct an initial assessment of the physical, biological, human, and socio-economic environment. Identify, assess, and prioritize the environmental and social impacts of the project. Establish, at the level of each ESIA, a framework for the compatibility of activities according to environmental sensitivity, based on a matrix of activity compatibility and an exclusion list ("No-Go Activities"), specifying for each type of habitat or sensitive environment the authorized, conditional, or prohibited activities, as well as the applicable spatial, temporal, and operational restrictions. Analyze technical alternatives, site alternatives, and the "no project" option. Propose measures for avoidance, reduction, mitigation, and, where applicable, compensation. Develop a comprehensive ESMP with a monitoring plan, an institutional framework, and a budget. Identify persons affected by the project (PAPs), conduct related surveys, and develop the RPF in accordance with SO5. Define a grievance redress mechanism that is accessible, transparent, inclusive, and functional. Develop a stakeholder engagement plan that ensures the information, consultation, and participation of concerned actors, including vulnerable groups. Develop the Environmental and Social Performance Framework applied to Bidding Documents (ESPF-BD).
