Background Harstad municipality, on behalf of participating partner municipalities, will enter into a framework agreement for advertising services. The purpose of the procurement is to establish a more holistic, efficient, and predictable process for ordering, production, publication, and follow-up of advertisements. The municipalities require a solution that combines a high degree of self-service with access to professional advice when needed. This particularly applies to recruitment advertisements, but also to more complex or legally required announcements, where the right channel selection, targeting, and documentation are important. The procurement shall contribute to better traceability, internal control, and archival documentation throughout the advertising process. A key objective is also that the solution supports the municipalities' workflows and can be used appropriately in conjunction with the recruitment and HR systems used in the municipalities. Harstad municipality is the contracting authority for the procurement on behalf of the municipalities covered by the agreement. Each participating municipality is responsible for its own obligations under the framework agreement. Other municipal enterprises, including public law bodies and associations formed by Harstad municipality, shall have the right, but not the obligation, to accede to the agreement. Description of the assignment The procurement concerns a framework agreement for the purchase, production, and publication of job advertisements, announcements, and similar advertising in relevant channels. The supplier shall offer a solution that facilitates simple and efficient ordering, follow-up, and documentation of advertisements. A service with self-service functionality is requested, combined with access to advice and assistance in cases where the municipalities require it. The delivery shall include publication in relevant digital and print channels, including newspapers, trade and industry media, job portals, social media, and public registers where publication is required. The solution shall further facilitate the simple and appropriate import or upload of advertisements prepared in the municipalities' own recruitment and HR systems to the supplier's platform. No system integrations or automated data exchange are required. The assignment also includes necessary reporting and documentation related to individual advertisements or campaigns, so that the municipalities have a sufficient basis for follow-up, control, and archiving.
