INSTITUTIONAL STRENGTHENING AND INVESTOR SERVICES ENHANCEMENT FOR APIEX, IP

Assignment Title: Institutional Strengthening and Investor Services Enhancement for APIEX, IP

Reference No: MZ-MEF-DNT-502100-CS-QCBS.

 

1. The Government of Mozambique (GoM), through the Ministry of Finance (MF) has received financing from the World Bank towards the cost of the Mozambique Economic Linkages for Diversification Project (CONECTA NEGÓCIOS) and intends to apply part of the proceeds for consulting services. The beneficiary Agency is APIEX, IP.

 

2. The Consulting Services (“the Services”) include:

  • Validate and refine APIEX’s current institutional structure, mandate and operational processes.
  • Prioritize key institutional and operational constraints affecting investor services.
  • Analyse how investors interact with public institutions throughout the investment lifecycle and identify opportunities to strengthen APIEX’s facilitation role.
  • Strengthen APIEX’s role in investment facilitation and aftercare as core components of investor services by defining practical service frameworks and operational mechanisms.
  • Improve coordination mechanisms between APIEX and other public institutions involved in the investment process.
  • Translate strategic priorities from the EPFI into practical institutional and operational functions within APIEX.
  • Define a practical institutional and operational framework for the agency, including organizational arrangements, staffing priorities and operational resource needs required to effectively deliver investor services.
  • Develop a realistic and phased roadmap for strengthening APIEX’s institutional effectiveness and investor services.

3. The Ministry of Finance (MF) now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions and implementation of projects in accordance with environmental and social safeguard’s framework, etc.).

 

The shortlisting criteria are:

  • Proven experience in institutional strengthening or organizational reform of public sector institutions.
  • Demonstrated experience working with investment promotion agencies or investment climate reforms.
  • Experience in designing operational frameworks, investor services or investment facilitation mechanisms.
  • Demonstrated capacity to mobilize expertise and maintain operational presence in Mozambique or the region during the assignment.
  • Experience implementing similar assignments in Sub-Saharan Africa is strongly preferred.

Key Experts will not be evaluated at the shortlisting stage.

 

4. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

5. A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the World Bank Procurement Regulations.

 

6. The Economic Linkages for Diversification Project promotes a working environment where equal rights and respect for the dignity of women and men prevail. Sexual Exploitation Abuse and Harassment (SEAH) against project beneficiaries, communities and employees is not tolerated. Applicants for this consultancy are expected to comply with the World Bank's principles, regulations and measures governing the prevention and mitigation of Gender-Based Violence and Exploitative Sexual Abuse and Harassment.
