Sont éligibles à l'appel d’offres les Installations non éligibles à un contrat d’achat pris en application d’un arrêté mentionné à l’article R. 314-12 du code de l’énergie. Sont également éligibles les installations disposant, au titre de l’arrêté du 13.12.2016 fixant les conditions du complément de rémunération de l'électricité produite par les installations de production d'électricité utilisant l'énergie mécanique du vent, d’une demande de contrat de complément de rémunération déclarée complète par EDF ou d’un contrat de complément de rémunération signé par anticipation et n’ayant pas encore pris effet: les caractéristiques de l’Installation mentionnées dans l’offre du candidat (notamment puissance et/ou nombre de mâts) peuvent différer des caractéristiques mentionnées dans la demande de contrat ou le contrat signé par anticipation précités. La puissance cumulée appelée est répartie en périodes de candidature, s'échelonnant sur cinq années. Le candidat dont l’offre a été retenue s’engage à ce que l’achèvement de son installation intervienne avant la date limite définie par le cahier des charges.
