Assignment Title: National Appraisal Consultant

The Royal Government of Cambodia (RGC) through the Ministry of Labour and Vocational Training (MLVT) and Skills Development Fund (SDF) has received financing from the World Bank for the implementation of the Skills for Better Jobs Project (SBJ) and intends to apply to any part of the proceeds for consulting services.
The Objective of the assignment will contribute to the achievement of the project Development Objective and effective project implementation by reviewing and evaluating proposals submitted to the SDF-PIU to ensure the successful and timely selection and approval of the proposals for training financing under Sub-component 3.2 of the SBJ. The consulting services (‘’the services’’) duration is 12 Months on full-time based from the contract state date with possible extension on a yearly basis until December 2028 subjected to the annual assessment of the consultant performance, availability of funds and the needs for the project.
The Skills Development Fund now invites eligible individual consultants to indicate their interest in providing the service. Interest Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation criteria are:
- Bachelor’s degree (master’s degree is plus) in development studies, project management related field, Economics, with at least 8 years of general experience, Education is preferred with experience on calling and issuing funding proposals.
- At least five (5) years of professional working experience in project management, performance management, training quality management, and proposal review and pitching process.
- At least three (3) projects with proven strong experience in proposal evaluation, results/design monitoring frameworks, education development, skills training management, training quality assurance, and impact assessment;
- At least three (3) years of previous working experience with projects financed by the Worl Bank, SDB, or tother international development organizations, with demonstrated skills in research, data analysis, and reporting;
- Strong leadership and interpersonal skills, solid programing, financial and organizational development skills; strong coaching skills and excellent analytical and financial planning skills;
- Good communication skills and ability to write analytical, clear and concise reports;
- Good command of English and khmer in both speaking an writing; and work well in a team and strong drive for results.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, Seventh Edition, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected in accordance with the Individual Consultant method set out in the Procurement Regulations.
