AQB 26 M3-02: Women's project: Activation and orientation measure for unemployed women and single parents with bridge coaching

The subject of the service is the operation of an open contact and counseling center for unemployed women, women at risk of unemployment, or women seeking employment, with or without childcare, care, or nursing responsibilities, as well as the operation of the website "Info-Guide for Women". The procurement period begins on 01.07.2026 and ends on 30.06.2027, thus running for one year or twelve months. It also includes the option for two renewals, each for an additional year or twelve months, thus until 30.06.2028 or 30.06.2029, respectively. The Wetterau district will inform in due course whether the option will be exercised or not. Women are often primarily responsible for care work in the family. Consequently, re-entry into employment, training, or work often occurs only after several years of parental leave. After a long absence from the labor market, single parents are considered unskilled and remain in the low-wage sector or in temporary jobs when they start working. Despite legal entitlement, not every child in the Wetterau district receives a childcare place, and not all single parents are informed about their entitlement to educational and participation benefits (BuT). Migrant women who are also parents learn the language late. The children do not have participation opportunities because they are not registered in kindergarten or do not receive a place. The measure intervenes early here and offers cross-sectoral support for entry into part-time training, employment, further education, or qualification. In the bridge coaching module, single parents also receive support in asserting their child's entitlement to a childcare place. This reduces waiting times, increases labor market integration, enhances participation in BuT, shortens reliance on SGBII/III benefits, and can protect against old-age poverty. As an additional funding measure within the framework of the 2020 training and qualification budget - "Bridge Qualification for Women", the measure has already been successfully tested and further funded through AQB 2025. Within the framework of AQB 2026, the measure, with its district-open format, fills a funding gap in the regional standard offering, also due to the further developed focus on single parents with children without childcare places in the bridge coaching module. Women-specific approach, individual counseling and motivation of women in the target group with the aim of integration into qualified and subsistence-level employment, professional reorientation or transition to qualification or vocational training if necessary. (Re)entry into employment in part-time training, further education and qualification, also with care work. Timely preparation for the labor and training market through counseling and mobilization of talent reserves.
