Original language: PortugueseAQUISIÇÃO ATRAVÉS DE DISPENSA DE LICITAÇÃO SIMPLIFICADA DE PORTÃO DE ALUMÍNIO BRANCO, MEDINDO 1,043 M X 2,20 M, COM CAMINHO E SISTEMA DE ABERTURA, INCLUINDO FORNECIMENTO E INSTALAÇÃO, DESTINADO AO IMÓVEL LOCALIZADO NA RUA VITÓRIO SENS, Nº 58, BAIRRO GRUTA, MUNICÍPIO DE ITUPORANGA/SC. REFERENTE AO PROCESSO N 7882/2026. PD 16443.
A presente demanda tem por finalidade justificar a necessidade da contratação de empresa
especializada para o fornecimento e instalação de portão de alumínio branco, incluindo todos os
materiais, acessórios e mão de obra necessários, destinado ao imóvel localizado na Rua Vitório
Sens, nº 58, Bairro Gruta, Município de Ituporanga/SC.
A necessidade da contratação decorre diretamente das obras de pavimentação executadas
pelo Município na Rua Vitório Sens, ocasião em que, para atendimento ao projeto executivo de
engenharia, tornou-se tecnicamente indispensável o rebaixamento do leito da via em
aproximadamente 80 cm, objetivando garantir a adequada drenagem pluvial, a estabilidade da
plataforma da via e a acessibilidade urbana, conforme demonstrado no Relatório de Análise
Técnica elaborado pelo Engenheiro Civil responsável.
Em razão da alteração da cota altimétrica da via pública, o acesso ao imóvel da Sra. Ana
Eyng Sens passou a apresentar desnível aproximado de 70 cm em relação ao novo nível da rua,
ocasionando incompatibilidade entre o portão originalmente instalado e a nova configuração do
acesso.
Em decorrência dessa intervenção, o portão anteriormente existente tornou-se incompatível
com a nova cota da via pública, comprometendo as condições adequadas de acesso ao imóvel. Para
possibilitar a entrada e saída da residência, foi necessária a execução provisória de três degraus
utilizando pedras e lajotas de meio-fio, solução de caráter emergencial que não atende aos requisitos mínimos de segurança, acessibilidade, estabilidade e funcionalidade exigidos para
circulação segura.
Importante destacar que o imóvel é habitado por uma senhora idosa, circunstância que
potencializa significativamente os riscos decorrentes da manutenção da situação atualmente
existente. A permanência do acesso improvisado representa risco concreto de quedas e acidentes,
especialmente para a moradora, além de comprometer a utilização regular do imóvel e expor
visitantes, crianças, idosos e pessoa
