ACQUISITION OF HOSPITAL RECLINERS FOR HEALTH UNITS The municipality of Marataízes, located in the Southern Coast of the State of Espírito Santo, has an estimated population of 45,418 inhabitants (IBGE 2024). To ensure healthcare coverage for this population, the Municipal Health Secretariat - SEMUS manages a structured network at different levels of complexity, composed of: Primary and Specialized Care Network: Support for 18 Family Health Teams (ESF); Secondary Care Network: Medical Specialties Center, Women's Health Center, Physiotherapy Center, CAPS, Municipal Basic Pharmacy, and Epidemiological Surveillance; 24-Hour Urgent Care Unit (UPA): High-turnover, continuous operation unit, crucial for emergency flow; Management and Logistics: Secretariat Administrative Headquarters and Logistics Transport Center. The right to health is one of the constitutionally guaranteed social rights. Brazil stands out as the only country with over 200 million inhabitants to provide a public, universal, comprehensive, and free healthcare system for the entire population, which represents an immense challenge for public management and logistics. In line with this challenge, the Municipal Health Secretariat of Marataízes - SEMUS has the mission to plan, execute, and manage local health services, seeking excellence in actions aimed at the integrality and quality of life of citizens. This contracting is strictly aligned with the Organic Law of Health (Federal Law No. 8.080/1990 and Federal Law No. 8.142/1990), adhering to the fundamental principles and guidelines of universality of access, equality, and integrality of health assistance within the scope of the Unified Health System (SUS). The present contracting is based on the urgent need to strengthen this healthcare network, focusing on immediate care for patients affected by arboviruses. The current epidemiological scenario of the municipality is highly concerning, according to consolidated technical indicators: Notifications: Record of 604 dengue notifications to date. Positive Cases: 174 confirmed cases, with approximately 90% identified as Dengue Type 3, a variant associated with a higher potential for clinical worsening. Assistance Impact: Record of 11 hospitalizations and 01 death under investigation, resulting in an estimated current incidence of 383.1 cases per 100,000 inhabitants. The acquisition of 30 (thirty) hospital recliners aims to enable the implementation of support hydration rooms in Basic Health Units, expanding the problem-solving capacity of Primary Health Care. The objective is to provide timely assistance, reducing the risk of progression to severe dengue and mitigating the flow overload in the 24-Hour Urgent Care Unit (UPA) and other emergency services. The material need arises from the fact that the units currently do not have specific recliners for hydration that adequately accommodate patients undergoing prolonged venous therapy, compromising the comfort, ergonomics, and quality of care provided to SUS users. Aiming to optimize the existing infrastructure and decentralize support, the equipment will be strategically distributed across the health network according to the following plan: 05 (five) units for ESF CAIC; 05 (five) units for ESF Barra; 05 (five) units for ESF Jacarandá; 05 (five) units for ESF Lagoa Dantas; 10 (ten) units for the 24-Hour Urgent Care Unit (UPA).
