The subject of the contract is the sweeping of towpaths and the cleaning of the Temse/Bornem Scheldt bridges (namely the Temse - Bornem Scheldt bridge and the Bornem - Temse Scheldt bridge) and the Baan bridge in Boom. The purpose of this contract is the cleanliness maintenance of the bicycle and pedestrian zones and the service path, and the maintenance of the drainage systems on the Temse/Bornem Scheldt bridges and the Baan bridge Boom. Also, some towpaths in the vicinity. This contract consists of: - sweeping ditches and verges; - cleaning street gullies, manholes, and drainpipes; - brushing the azobé wooden bicycle and pedestrian zone; - washing down the raised metal edges; - sweeping up and removing piled-up snowdrifts; - cleaning bridge joints; - cleaning stairs; - weed burning on gravel paths; - sweeping towpaths and removing leaves; - clearing culverts; - brushing towpaths in pavers; - removing all waste resulting from sweeping, clearing, and cleaning work. The present contract concerns a framework agreement in the form of a call-off order, whereby the contracting authority places orders according to its needs. The actual ordered quantities may differ from the quantities in the inventory. The quantities in the inventory are indicative and serve for the comparison of tenders in terms of price. The selected contractor will therefore not have any right upon conclusion of the contract to execute the total bid price of the offer or the quantities mentioned in the inventory, neither for the quantities to be ordered per item, nor for the proportions of the quantities stated for each item in the inventory. By submitting its bid, the contractor undertakes to execute the orders given to it at the unit prices and total prices of the items in the inventory. The services are performed in accordance with the specifications in this special tender document, as well as in accordance with the instructions of the lead official. At the beginning of the contract, a detailed sweeping schedule will be drawn up and approved by the district manager. The sweeping orders will then be discussed - date by date. It is important for the contracting authority that it can efficiently and effectively control the execution of the contract by the contractor. One of the ways to achieve this control is to enable the contractor to monitor the movements of its delivery vans, trucks, and other vehicles for the contracting authority. Modern technologies (e.g., so-called "track & trace systems") make it possible to monitor the movements of rolling stock remotely. By submitting a bid, the contractor undertakes to provide a system for monitoring the movements of its delivery vans, trucks, and other vehicles from the conclusion of the contract and within the limits of the Data Protection Act and CAO no. 39, and to share the data generated by monitoring systems with the contracting authority. This is a condition of the contract. The monitoring system must meet the following requirements: it must - be sealable; - be able to continuously record the position; - allow real-time tracking of movements; - allow the contracting authority to download the data itself daily; - allow looking back several months. The contractor must submit the recorded data and the driven tracks (linked to time and coordinates) to the contracting authority monthly, as well as any required software to process this data.
