Description

I. Introduction
The Royal Tyrrell Museum of Palaeontology (RTMP), operated by the Government of Alberta, is a globally recognized institution dedicated to the collection, preservation, protection, presentation, and interpretation of palaeontological history, with a particular emphasis on Alberta’s rich fossil heritage. As we approach the final year of our 2021–2026 Strategic Plan, we are seeking a qualified consultant or firm to guide the development of our next strategic plan (2026–2031), ensuring alignment with evolving community needs, scientific priorities, and institutional goals.

II. Organizational Overview
The RTMP is located in the badlands of southern Alberta, and since opening in 1985 has welcomed over 16 million visitors from 150 countries. We host world-class exhibits, conduct groundbreaking -palaeontological research, and deliver innovative educational programming. Our current strategic priorities include:
- Scientific Excellence: Advancing palaeontological research and stewardship.
- Public Value: Enhancing accessibility and relevance of exhibits and programs.
- Relationship Building: Strengthening partnerships and stakeholder engagement.
- DEAI: Promoting diversity, equity, accessibility, and inclusion.
- Financial Resiliency: Diversifying revenue streams.
- Strategic Growth: Aligning physical, organizational, and technological capacities with long-term goals.

III. Purpose of the RFP
RTMP seeks strategic planning services to:
- Facilitate a collaborative planning process with internal and external stakeholders.
- Review the progress of our current major initiatives and determine which should be carried forward into the new plan and which should be discontinued.
- Identify emerging trends and opportunities in museum operations, palaeontology, and public engagement.
- Develop a comprehensive, actionable strategic plan for 2026–2031.

IV. Scope of Work
The selected consultant will:
1. Conduct a Situational Analysis
- Review existing strategic documents, reports, and performance metrics.
- Analyze internal strengths and challenges, and external opportunities, trends and potential challenges.
2. Stakeholder Engagement
- Review previous stakeholder documents and identify any emerging trends that need to be updated.
- Facilitate interviews, focus groups, and surveys with GoA staff, support services staff and Royal Tyrrell Museum Cooperating Society board members and staff.
3. Strategic Plan Development
- Define strategic goals, objectives, and measurable outcomes.
- Recommend implementation strategies and evaluation frameworks.
- Recommend and guide engagement opportunities.
4. Presentation and Final Deliverables
- Share draft and final versions with leadership and key stakeholders.
- Deliver a comprehensive strategic report, including a development summary and actionable recommendations for the strategic plan.

VI. Evaluation Criteria
Proposals will be evaluated based on:
Demonstrated experience and expertise: 30% - Depth of experience delivering strategic planning for museums/heritage/science institutions; expertise in stakeholder engagement and analysis; evidence of successful outcomes.

Understanding of RTMP’s mission and context: 20% - Demonstrated understanding of RTMP mandate, strategic priorities, and local/regional context; alignment with 2021–2026 plan and future needs (2026–2031).

Quality and feasibility of proposed approach: 30% - Clarity, rigor, and practicality of the proposed methodology, stakeholder engagement plan, situational analysis, strategic plan development, and deliverables.

Cost-effectiveness: 20% - Budget clarity and value for money relative to scope, team expertise, and deliverables; transparency of fees and expenses.
