Assignment: Individual Consultants (Experts) for the MPA ASET Project
The ASEAN Centre for Energy has received financing from the World Bank toward the cost of the Clean Energy and Power Trade Development in Southeast Asia Project of the Multi-Phase Programmatic Approach Accelerating Sustainable Energy Transition/MPA ASET (P181555) and intends to apply part of the proceeds to finance consulting services for a number of Individual Consultants.

The Consultant shall demonstrate that they possess the qualification and relevant experience required for the position as specified in respective terms of reference. The qualifications of the Consultant will be evaluated against, among others, the following criteria:
- Specific experience relevant to the assignment as indicated in the individual TOR
- Qualifications and competencies for the Assignment
- Ability to work with and transfer knowledge and skills to counterpart staff
The ASEAN Centre for Energy now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.).
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s "Procurement Regulations for IPF Borrowers” 6th Edition dated February 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
Expressions of interest, clearly quoting the Assignment Title and Procurement Reference Number of each relevant position in the Subject line of the email, must be delivered in writing by e-mail no later than 31 July 2026. Interested Consultants shall use the following CV template provided in this EOI.
