Specific objectives include: • Mapping existing digital competencies and ICT use across central and local administrations; • Assessing the availability and use of digital infrastructure and tools that enable or constrain the practical application of digital skills; • Identifying capacity gaps, training needs, and institutional barriers to digital transformation; • Assessing readiness levels and digital literacy among officials involved in digital agriculture and rural service delivery; • Providing evidence-based recommendations for future policy development and capacity-building initiatives.
