ASSIGNMENT DESCRIPTION
The World Bank is requesting Expressions of Interest from qualified consulting firms to provide technical consulting services for assessment of greenfield small hydropower development potential in Western Ukraine. The expected duration of the assignment is approximately five to six months from contract effectiveness. The assignment will inform the World Bank’s future engagement on small hydropower development in Ukraine, with a focus on identifying and prioritizing promising greenfield opportunities in selected Western oblasts, including Lviv, Zakarpattia, Ivano-Frankivsk, and Chernivtsi.
Scope of Work
The Consultant will undertake a high-level screening and options assessment of greenfield small hydropower opportunities, focusing on projects with indicative installed capacity in the range of 1 MW to 10 MW. The work will build on existing studies, including prior World Bank-supported analysis, and will combine desk review, geospatial screening, stakeholder consultations, and selective field verification. The Consultant will take into account security, access, and implementation constraints in Ukraine.
The assignment will include review of available technical, environmental, economic and regulatory information to screen candidate river basins and identify candidate sites. For shortlisted sites, the Consultant will conduct more in-depth assessments, including an assessment of the requirements for possible auctions to competitively allocate sites for private development.
Criteria
Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Shortlisting criteria will include:
Demonstrated international experience in hydropower screening, pre-feasibility studies, and investment-oriented analysis, preferably including small hydropower projects.
Skills and experience of a multidisciplinary team covering, at minimum, hydropower, hydrology, civil engineering, electrical and hydromechanical engineering, economic and financial analysis, regulatory and permitting, environmental and biodiversity assessment, social and resettlement assessment, geospatial analysis, and local Ukrainian energy sector expertise.
Demonstrated capacity to conduct research and analysis using both English- and Ukrainian-language primary sources, including legal, regulatory, cadastral, environmental, and social information relevant to small hydropower development in Ukraine.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture or sub-consultancy. A Consultant will be selected in accordance with the applicable Quality and Cost Based Selection method set out in the World Bank Procurement Regulations.
