Assessment Specialist Consultant - C1

At least a Master’s degree in Education, Educational Assessment, Measurement and Evaluation, Statistics, Social Sciences, Public Policy, Development Studies, or other related disciplines from a foreign or local university duly recognized by the Higher Education Commission (HEC) of Pakistan.

Specialized training, certifications, or advanced academic qualifications in educational assessment, learning measurement, monitoring and evaluation, data analytics, or related fields will be considered an added advantage.

 

Minimum ten (10) years of relevant professional experience in education assessment, learning measurement, large-scale surveys, or related educational research and evaluation assignments.

The candidate should possess demonstrated experience in the design, implementation, supervision, and quality assurance of Early Grade Reading Assessments (EGRA) or similar learning assessment programs, with strong expertise in sampling methodologies, field implementation supervision, data quality assurance protocols, statistical analysis, and reporting. Experience in interpreting learning outcomes to support education policy formulation, program design, and evidence-based decision-making is essential.

The consultant will provide independent technical oversight and advisory support to the TA firm engaged for CPD Quality Assurance and Institutional Assessment of DCAR, PITE, PEACe, STEDA and TTIs. The role includes review of key reports, tools and methodology, and provision of periodic technical guidance to ensure quality, relevance, and alignment with SELECT objectives and system reform priorities.

Familiarity with the education sector in Sindh, including key institutions such as DCAR, RSU, PITE, and SE&LD, will be considered an added advantage. The candidate should also have a proven ability to prepare high-quality technical reports, analytical briefs, and assessment documentation in accordance with World Bank or other development partner standards.

Key Skills & Competencies:

  • Strong knowledge of educational assessment frameworks, learning measurement methodologies, and large-scale assessment systems.
  • Expertise in sampling methodologies, field supervision, data quality assurance, and assessment validation.
  • Strong analytical and statistical skills, with the ability to interpret findings and develop actionable recommendations.
  • Excellent report writing, documentation, presentation, and communication skills.
  • Proficiency in Microsoft Excel, statistical software, and data reporting tools.
  • Ability to coordinate effectively with government departments, development partners, consultants, and other stakeholders.
  • Knowledge of Early Grade Reading Assessment (EGRA) and learning outcome monitoring frameworks will be considered an added advantage.
  • Familiarity with World Bank-funded projects and monitoring and evaluation frameworks is preferred.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [revised November 2017, July 2018 & November 2020] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

The Consultants will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations of the World Bank for IPF Borrower July 2016 Revised November 2017, July 2018 & November 2020

The detailed Terms of References (TORs) can be obtained from the office (address given below) or can be downloaded by clicking on the link www.rsu-sindh.gov.pk. Expressions of interest must be delivered in a written form to the address below (in person, by mail, or by e-mail) by on or before 30th June 2026 at 16:00 Hours. The duration of the assignment is 08 months and shall be extendable based on the performance and requirement of the project.
