Description

The Danish Royal Embassy, Kenya wishes to engage a consultant to support the formulation of the second phase of the Inclusive Refugee Response Programme (IRRP), by facilitating a participatory process that aligns Alliance members (the Grundfos Foundation, the LEGO Foundation and the Novo Nordisk Foundation)’, government stakeholders’ and other key actors around a coherent strategic programme for 2027-2030. The formulation process will define priorities, approaches and implementation arrangements, based on analysis of context and stakeholder inputs, across Ethiopia, Kenya, Uganda and across four sectors – Education, Health, Water and Self-Reliance, in accordance with MFA Aid Management Guidelines (AMG) and in alignment with the strategies and priorities of the Alliance members. Overall, the process will entail three in-country (Ethiopia, Kenya, Uganda) and multi-sectoral analysis (health, education, water, self-reliance); close engagement with the Alliance members; development of a complete programme package as per MFA AMG; and revisions through appraisal and expert panel review of the programme documentation. The Consultant will also carry out other relevant tasks aimed at ensuring an effective formulation process, such as facilitating discussions and meetings. The objective of the formulation is to produce a complete draft and final IRRP-II package, including the overall programme document, required annexes and underlying project documents, in accordance with the Danish MFA Aid Management Guidelines (AMG). The programme documentation will need to be developed in line with Denmark’s Strategy for Development Cooperation “A Changing World: Partnerships in Development” and the strategic and programme priorities of the three philanthropic foundations of the Alliance.
