1. The Government of the Republic of Madagascar has received financing from the World Bank for the Support for Resilient Livelihoods in the South of Madagascar Project – MIONJO Project and intends to apply part of the proceeds to eligible payments for consulting services.

4. The MIONJO National Project Management Unit (NPMU) now invites eligible consultants (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are as follows:
Qualifications and Experience:
- Holder of a degree in Agronomy Engineering or a Master's degree in Environment, Social Sciences, Geography, or any other field related to the Assignment;
- At least 5 years of professional experience in the field of Agricultural development, food security, or local development;
- At least 3 successful professional experiences in agricultural development or livelihood support projects;
- At least 2 experiences in development projects or activities in the targeted Region;
- At least 1 professional experience in a multisectoral project financed by an international donor.
- Fluent in Malagasy and French (written and oral)
Assets:
- Fluent in English (written and oral);
- Proficiency in local dialects of the Project intervention areas and knowledge of the context.

Interested Consultants are invited to refer to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” Seventh Edition, September 2025 (“Procurement Regulations”), which set forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflicts of interest related to this assignment: “A Consultant who has a close professional or familial relationship with any of the Borrower’s, Project Implementing Entity’s, or Beneficiary’s staff involved in the preparation of the Terms of Reference for the assignment, the selection process for the contract, or the supervision of the contract, may not be awarded a contract, unless the conflict arising from such relationship is resolved to the satisfaction of the Bank throughout the selection process and contract execution.”
6. A Consultant will be selected in accordance with the procedures set forth in the Procurement Regulations.
