Description
Notice is hereby given by Assisted Living and Social Services of its intent to contract with the current proponents (refer to Appendix A for list of proponents) relating to Workforce Development services.
The amended services focus on strengthening connections to employment for Albertans facing barriers and/or disabilities, supporting successful attachment to the labour market through enhanced and responsive service delivery. These services will provide access to new and/or enhanced supports, including but not limited to: Prime Contractor Collaboration, Service Navigation and Connection to Wraparound Supports, Career Development Services, Peer Support, Employer Services, and Retention and Sustainment (R&S) Services and Supports, which will commence July 2, 2026.
Assisted Living and Social Services has chosen not to issue a Request for Proposals (RFP) to potential vendors because of the following:
a) Multiple competitive RFPs were previously conducted for Workforce Development services across multiple geographic locations, resulting in the award of contracts to successful proponents (see Appendix A).
b) Subsequent to the completion of the competitive procurements, the Government of Alberta introduced the Alberta Disability Assistance Program (ADAP) and the Prime Contractor Framework, both scheduled for implementation on July 2, 2026. The implementation of these new program requirements has created an immediate operational need for expanded and enhanced Workforce Development service capacity, increased client supports, enhanced coordination requirements, and continuity of service delivery within existing service regions.
c) Procuring replacement service providers through a new competitive process at this time would create a significant risk of service disruption, transition delays, interruption to vulnerable client supports, and duplication of implementation. The amendments remain aligned with the original nature and intent of the competitively procured services.
