Kuopion Opiskelija-asunnot Oy wishes to implement a student housing project financed by VARKE with interest subsidy, based on the minimum requirements presented below. The specified location increases students' opportunities for car-free mobility and simultaneously reduces the need for parking spaces for educational institutions and other service providers. Cuts to student housing subsidies further increase the need for affordable housing production in Kuopio. Minimum requirements - The plot must be located in Kuopio and in the postal code area 70200 - The plot can be owned or leased - The building type must be a residential apartment building suitable for student housing - The project size must be 6000-8000 square meters of floor area - The location of the plot must be in a regionally central area with reasonable transport links: • within 2 km of Kuopio city center (market square), the railway station, and the Savilahti campus of the University of Eastern Finland • within 150 meters walking distance of a public transport stop at the time of the commissioning of the residential building to be implemented in the project - The plot and the site must be suitable for interest-subsidized rental production (VARKE price level) in terms of price level - The project's space program and average apartment size must be adaptable to Kuopion Opiskelija-asunnot Oy - The project must have an A-energy class passive apartment building requirement - The commencement of the project is conditional on the approval of the plot, plans, and costs by VARKE - Construction of the project must be able to start during 2026 The participant may offer independent, adjacent plots for implementation. The plot acquisition, design, and implementation of the project are the responsibility of the KVR contractor. Negotiable matters - parking - zoning - efficiency aspects - quality and equipment level - plot The suitability and quality level of the project for Kuopion Opiskelija-asunnot Oy will be agreed upon during the negotiation phase based on the requirements set by Kuopion Opiskelija-asunnot Oy. The contracting entity will request preliminary offers from candidates invited to negotiations based on the application for participation. Separate tender documents will not be sent as part of this participation request. If only one application for participation is received in the procedure, the Contracting Entity may select the preliminary offer without negotiation.
