AT1482 Supported Accommodation 16 & 17, 18-25 Years in Luton

To provide services for young people, who are care leavers, using supported accommodation in provider accommodation. Luton Borough Council wish to commission Ofsted registered Supported Accommodation Services for young people aged 16 & 17 and non-registered services for 18-25 years (it is not a requirement for Ofsted registration for the 18-25 years). Supported accommodation is intended to provide high quality accommodation with support to enable young people to live semi independently, develop skills and prepare for adult life while keeping them in a safe, homely and nurturing environment. This new ‘Light Touch Open Framework’ will incorporate the new requirements for Ofsted registration (16 & 17 years only) and new quality standards, termination clause and the Inspection Framework that was introduced in 2023/2024. There will be 3 lots for 16 & 17 years, and 2 lots for 18+ care leavers across a variety of accommodation and support. Previous Providers of this service need to apply to be part of the new Open Framework. Supported accommodation in a self-contained unit, where the accommodation is for the sole use of the young person or for the young person and other individuals living with the young person as agreed by the accommodating authority or the supported accommodation undertaking. (Regulation 2(1), paragraph (a)). The accommodation is designed for the sole use of the young person placed there, or for the young person and others that may live there as part of their family unit, for example, their partner, sibling and children. Includes bedsits under a licence agreement and self-contained flats, which may be at the same location, or within the same building. HMO, 1 bedroom flats, bedsits Supported accommodation in a shared or group living situation in premises used to accommodate only looked after children and care leavers. (Regulation 2(1), para (b)). Shared accommodation/HMO. Young people have their own bedroom, and may have their own bathroom, and share communal areas (e.g. living room/s, kitchen). Provision may include foyer-type accommodation that combines support with opportunities for education, training and employment. Hostel, HMO, 3 or 4 bedroom houses Supported accommodation in a shared or group living situation in premises which are not limited to accommodating looked after children and care leavers. (Regulation 1(2), paragraph (c)).
