(X. 30.) Korm. rendelet szabályainak megfelelően „az azzal egyenértékű” teljesítést is elfogadja. A beszerzendő termékekkel szemben támasztott részletes elvárásokat (amelyek minden esetben mininumkövetelmények) a közbeszerzési dokumentumok részeként rendelkezésre bocsátott műszaki leírás (terméklista xls) tartalmazza. Valamennyi rész esetén ajánlatkérő számára az előírtaknál kedvezőbb jellemzőkkel rendelkező termékre is tehető ajánlat. A szerződés teljesítésével kapcsolatos részletes elvárásokat a szerződéstervezet tartalmazza.
