Beteiligte Kommunen sind: - Hansestadt Breckerfeld, - Stadt Ennepetal, - Stadt Gevelsberg, - Stadt Schwelm, - Stadt Sprockhövel, - Stadt Wetter (Ruhr). Das Vergabeverfahren wird von der Stadt Schwelm (als ausschreibende Stelle) durchgeführt. Auftraggeber für die jeweiligen Leistungen bleiben jedoch die einzelnen Kommunen.
