Republic of SENEGAL Arab Bank for Economic Development in Africa (BADEA) Roads and Roads Management Agency EXPRESSION OF INTEREST For the selection of a consultant for the training of AGEROUTE staff on the conditions for managing FIDIC contracts (case of the silver book) within the framework of the Rural Access Emergency Programme (PUD) 1. This call for expressions of interest follows the general procurement notice published in the daily newspaper "L’AS" on December 19, 2025. 2. The State of Senegal has requested and obtained financing from the Arab Bank for Economic Development in Africa (BADEA) for the construction of the Halwar- Diattar-Guia roads (42 km) and Bambey-Baba Garage-Keur Samba Kane-Touba (44 km) within the framework of the Rural Access Emergency Programme (PURD). The Roads and Roads Management Agency (AGEROUTE), acting in its own name and on behalf of the Ministry of Infrastructure, intends to use part of these funds to engage the services of a consultant for the training of its staff on the management of FIDIC contracts (case of the silver book). 3. In accordance with the provisions of the Loan Agreement, the consultation is open exclusively to Arab and African consultants. 4. The services planned under this contract essentially and specifically include: • Familiarization with the procedures for preparing and managing FIDIC contracts, specifically the silver book; • Understanding all stages of FIDIC/silver book contract execution; • Mastery of techniques for preventing, managing disputes, litigation, and arbitration; • Improvement of professional skills through practical application of acquired knowledge in practical exercises and case studies. The training will take place over five (05) days in a hotel complex in Saly. 5. AGEROUTE hereby invites interested candidates to submit their applications with a view to providing the services described above. Interested candidates must provide information on their capacity and experience demonstrating that they are qualified to perform these services (qualification in the field of services and references concerning the execution of similar and equivalent contracts, technical and managerial capacities, technical and managerial organization, etc.) 6. The Consultant will be recruited following the quality-and-cost-based selection method, after pre-selection of the candidate in accordance with the rules and procedures of Decree No. 2022-2295 of December 28, 2022 laying down the Public Procurement Code of Senegal. The pre-selection will be based on the following evaluation grid: ✓ General qualifications scored out of 15 points: o Number of years of general experience of the candidate (N) in the field of training scored out of 05 points: • N greater than or equal to 10 years = 05 points; • N between 5 and 10 years = 02 points; • N less than or equal to 05 years = 00 point. o General experience scored out of 10 points: Having carried out at least two (02) group training missions in the last ten (10) years (from 2016 onwards), as a firm. (scored out of 10 points; i.e. five (5) points per mission). ✓ Experience in similar missions scored out of 45 points: Having carried out three (03) training services in the field of FIDIC contract management in the last ten (10) years (from 2016 onwards). (Scored out of 45 points; i.e. fifteen (15) points per service). NB: Only services accompanied by a certificate or attestation of service rendered by the beneficiary clients and a mission sheet briefly describing the scope of services provided by the candidate will be considered. ✓ Technical and managerial organization scored out of 15 points: • Firm presentation note: 05 points • Firm organization: 05 points • Definition of training modules: 05 points ✓ Qualifications of the candidate's permanent staff scored out of 25 points: The candidate must provide the following staff for the training mission: • One (1) expert in project management or procurement scored out of 25 points He/she must have at least a Bac + 5 level education in Civil Engineering, project management, procurement, or equivalent. (Scored out of 25 points) NB: Diplomas or legalized copies justifying the staff's qualifications must be submitted. The minimum required score is seventy (70) points. 7.
