1. Subject The Director General of CAMWATER is launching this Tender to recruit private companies to provide guarding and security services for personnel, offices, premises, residences, and equipment storage warehouses belonging to CAMWATER in 04 lots. 2. Scope of Services The services include, in particular, the following tasks: 24-hour a day, 7 days a week security and guarding services at the locations mentioned in the Tender Dossier's terms of reference. 3. Participation and Origin Participation in this Tender is open to companies specializing in the provision of security and guarding services. 6. Financing The services covered by this consultation are financed by CAMWATER's own funds - Fiscal Year 2027. 7. Submission of Offers Offers will be written in French or English. They must be sealed in three separate envelopes presented as follows: · Envelope A: Administrative File; · Envelope B: Technical Offer; · Envelope C: Financial Offer. Delivery Period The provisional delivery period set by the Contracting Authority for the execution of the services covered by this tender is 12 months for each lot, from January 1, 2027 to December 31, 2027. 11. Provisional Security Under penalty of rejection, each bidder must attach to its administrative documents a bid security issued by a first-class financial institution based in Cameroon and approved by the Ministry of Finance, whose list is included in document 12 of the DAO, in the amount of: Lot No. Amount Security LOT 1 4,264,380 LOT 2 11,333,520 LOT 3 4,006,800 LOT 4 5,294,700 and valid for thirty (30) days beyond the original offer validity date. NB: The absence of the receipt from the body responsible for deposits and consignments (CEDEC), attesting to the deposit of the required cash amounts in its account as provisional security, will result in the rejection of the security and the disqualification of the bidder. 12. Admissibility of Offers Under penalty of rejection, the other documents of the administrative file must be submitted in originals or certified true copies by the issuing service or an administrative authority, in accordance with the stipulations of the Special Consultation Regulations. They must be dated no more than three (03) months prior to the original offer submission date or have been established after the date of signing the consultation notice. Any incomplete offer in accordance with the provisions of the Tender Dossier will be declared inadmissible. 13. Opening of Bids The opening of bids will take place in one (01) stage. The opening of administrative documents, technical and financial offers will take place on 11/19/2026 at 12:00 PM, by the CAMWATER Internal Procurement Committee in the CAMWATER offices located at the headquarters building in Douala. Only bidders or their duly mandated representatives, with a thorough knowledge of the file, may attend this opening session.
