International Invitation to Tender (ITT) ITT No: 14/2026/PROFI/T Notice Date: 26/06/2026 AWARD OF WORKS CONTRACT FOR THE REHABILITATION AND EXTENSION OF THE HISSOIT ABDOUL’ANZIZ AL’AMBOUN POLYTECHNIC HIGH SCHOOL (LPHA) IN HAMBOU (GRANDE COMORE) 1.The Ministry of National Education, Teaching and Scientific Research, Vocational Training and Employment (MENERSFIP) has obtained financing from the French Development Agency (the "AFD") to finance the cost of the PROFI project (Professionalization Project for Training and Employment Offers). It is intended that a portion of the sums granted under this financing will be used to make payments for the works contract for the rehabilitation/extension of the Hissoit Abdoul’anziz Al’amboun Polytechnic High School (LPHA) in Hambou. 2.The Ministry of National Education, Teaching and Scientific Research, Vocational Training and Employment (MENERSFIP) invites eligible Bidders to submit sealed Bids for the rehabilitation/extension works of the said institution. 3.Eligible and interested Bidders may obtain information from: Project Management Unit "PROFI" located on the 3rd floor of the former Ministry of National Education building, Place de l’Indépendance, PO Box 97 Moroni – COMOROS Procurement Manager (RPM) Contact: [email protected] Copy: [email protected] 4.The Instructions to Bidders and the General Administrative Clauses are those of the AFD's Standard Procurement Documents for Works. 5.Interested Bidders may obtain the complete Tender Documents in French by submitting a written request to the address mentioned above, free of charge. 6.Bids must be submitted to the address above no later than August 20, 2026, at 10:00 AM. 7.Bids must include a Bid Security Declaration. 8.Bids will be opened in the presence of the Bidders' representatives who wish to attend on August 20, 2026, at 10:30 AM GMT+3, at the same address for bid submission. 9.The qualification requirements are (non-exhaustive list): -No history of contract non-performance in the last 5 years. -No pending litigation. -Possess financial capacity to meet cash flow needs of: €300,000 -Have an average annual turnover over the last 3 years of: €1,500,000 -Have participated in the last 5 years, as a main contractor, consortium member, prime contractor, or subcontractor in 1 contract of a minimum amount of: €1,500,000 -For newly established companies, references may be based on the manager's previous experience, provided sufficient justification is presented. Have at least two years of satisfactory completed experience in the construction and rehabilitation of masonry and reinforced concrete buildings.
