Notice of open international tender N° 51/2026 for carrying out sampling and analysis campaigns and flow measurement of industrial wastewater and other non-industrial polluting activities for the update of the CADRIN database

REPUBLIQUE TUNISIENNE Ministry of the Environment NATIONAL SANITATION OFFICE NOTICE OF OPEN INTERNATIONAL TENDER N°51/2026 The National Sanitation Office "ONAS" is launching an open international tender for carrying out sampling and analysis campaigns and flow measurement of industrial wastewater and other non-industrial polluting activities for the update of the CADRIN database, partially financed by the French Development Agency (AFD), the European Investment Bank (EIB), and the European Commission (EC) within the framework of the sanitation program contributing to the depollution of the Mediterranean "DEPOLMED". The general notice relating to this tender is published on the AFD / dgMarket platform ( https://afd.dgmarket.com/ ). This tender comprises two lots: Lot 1: Measurement campaigns for industrial wastewater and non-industrial polluting activities for the update of CADRIN for the governorates: Ariana - Tunis – Manouba - Béja – Zaghouan - Sousse - Mahdia – Kairouan – Gabes – Kébili - Mednine and Tataouine. Lot 2: Measurement campaigns for industrial wastewater and for the update of CADRIN for the governorates: Ben Arous - Nabeul - Bizerte – Jendouba - Siliana - Kef – Monastir - Sfax - Kasserine - Sidi Bouzid - Gafsa – Tozeur. Participation in the tender is open on an equal footing to all laboratories or a group of laboratories that provide the guarantees, particularly technical and financial, and references necessary for the proper execution of the obligations that will be made and that are not in a state of bankruptcy or judicial liquidation or for foreigners in a similar situation - Bidders may participate individually or as a group. - In case of group participation, the group must be solidary or joint, indicating the lead partner. - Bidders may participate for a single lot or for both lots - Only one lot can be awarded to a single bidder according to the most financially advantageous combination for ONAS - For the same lot; participation must be for all services. Interested bidders for this Tender can: - Download the tender document free of charge from the website "www.tuneps.tn" for companies registered on the "TUNEPS" online public procurement system OR - Collect the tender document at the central registry office of ONAS located at 32 rue Hédi Nouira 1001 Tunis Republic - from Monday to Friday) upon payment of a non-refundable amount of one hundred dinars (100 DT). Bidders wishing to participate in the tender can submit their offers online through the "tuneps" system or offline:  For bidders who will submit their offers online through the "Tuneps" system: For each lot, technical and financial offers can be submitted through the TUNEPS online public procurement system on the website "www.tuneps.tn" in accordance with the procedural guides established by the High Authority for Public Procurement and approved on August 31, 2018. Only the original provisional bid bond and the extract from the National Company Register must be placed in a sealed envelope called "Offer Supplement" indicating the bidder's company name and bearing the mention "Offer Supplement submitted by TUNEPS, Tender N°51/2026 Regarding 'carrying out sampling and analysis campaigns and flow measurement of industrial wastewater and other non-industrial polluting activities for the update of the CADRIN database', to be opened and sent by registered mail or express post or delivered directly to the Central Registry Office against a receipt, in the name of the Director General of the National Sanitation Office located at 32 rue Hédi Nouira 1001 Tunis Republic by the deadline for submission of offers. The stamp of the Central Registry Office is authentic.  For bidders who will submit their offers offline: Offers must be prepared and submitted, on penalty of nullity, in accordance with the tender conditions and consist of: - The provisional bid bond or the bank guarantee that replaces it, as well as the administrative and supporting documents accompanying the offer. - the technical offer for each lot - The financial offer for each lot For each lot, the technical offer and the financial offer are placed in two separate sealed envelopes and in two copies (original and copy). These two envelopes, the provisional bid bond or the bank guarantee that replaces it, the administrative documents and the supporting documents accompanying the offer will be placed in a third envelope.
