REPUBLIC OF TUNISIA Ministry of Environment NATIONAL OFFICE FOR SANITATION 6th phase of the National Program for the Sanitation of Popular Neighborhoods (2025-2030) INTERNATIONAL OPEN TENDER NOTICE N°47/2026 The National Office for Sanitation "ONAS" is launching an international open tender for the acquisition of security and intervention equipment, partially financed by the French Development Agency "AFD" as part of the 6th phase of the national program for the sanitation of popular neighborhoods. The general notice for this tender is published on the AFD / dgMarket platform (https://afd.dgmarket.com/). This tender comprises two lots: * Lot 1: Acquisition of Security Equipment * Lot 2: Acquisition of Intervention Equipment Participation in the tender is open on equal terms to all suppliers or groups of suppliers capable of undertaking it and who provide the guarantees, particularly technical and financial, and the references necessary for the proper execution of the obligations that will be made and who are not in a state of bankruptcy or judicial liquidation or, for foreigners, in a similar situation provided for by the law of their country. - Bidders may participate individually or as a group. - In case of group participation, the group must be solidary or joint, indicating the lead partner. - Bidders may participate for a single lot or for both lots. - A single bidder may be awarded a single lot or both lots. - For the same lot; Bidders must bid for all items. Companies interested in this Invitation to Tender may: - Download the tender dossier free of charge from the website "www.tuneps.tn" for companies registered on the online public procurement system "TUNEPS" OR - Collect the tender dossier from the central order office of ONAS located at 32 rue Hédi Nouira 1001 Tunis, Republic of Tunisia (from Monday to Friday) against payment of a non-refundable amount of one hundred dinars (100 DT). Bidders wishing to participate in the tender may submit their bids online through the "tuneps" system or offline: ▪ For bidders submitting their bids online through the "Tuneps" system: For each lot, technical and financial bids can be submitted through the TUNEPS online public procurement system on the website "www.tuneps.tn" in accordance with the procedural guides established by the High Authority for Public Procurement and approved on August 31, 2018. Only the original provisional bid bond and the extract from the National Register of Companies must be placed in a sealed envelope called "Bid Supplement" indicating the bidder's company name and bearing the mention "Bid Supplement submitted by TUNEPS, Tender N°47/2026 Regarding 'acquisition of operating equipment and materials', to be opened and sent by registered mail or express mail or delivered directly to the Central Order Office of ONAS against a receipt, in the name of the Chairman and CEO of the National Office for Sanitation located at 32 rue Hédi Nouira 1001 Tunis, Republic of Tunisia by the bid submission deadline. The stamp of the Central Order Office is proof. ▪ For bidders submitting their bids offline: Bids must be prepared and submitted, on penalty of nullity, in accordance with the tender conditions and consist of: - The provisional bid bond or the bank guarantee that replaces it, as well as the administrative and supporting documents accompanying the bid. - The technical bid for each lot - The financial bid for each lot For each lot, the technical bid and the financial bid are placed in two separate sealed envelopes and in two copies (original and copy). These two envelopes, the provisional bid bond or the bank guarantee that replaces it, the administrative documents and the supporting documents accompanying the bid will be placed in a third sealed envelope indicating the reference of the above-mentioned tender and its subject. The envelopes containing the bids (technical and financial) must be sent in the name of the Chairman and CEO of ONAS by registered mail or express mail or delivered directly against a receipt and must reach the Central Order Office of ONAS, 32 rue Hédi Nouira 1001 Tunis, Republic of Tunisia by the bid submission deadline. The stamp of the Central Order Office is proof. The amount of the provisional bid bond or the bank guarantee that replaces it is: Lot 1: eight thousand dinars (8,000 DT) or two thousand one hundred euros (2,100 euros) Lot 2: seven thousand dinars (7,000 D
