NOTICE OF OPEN NATIONAL TENDER N°00009/AONO-PU/MINEFOP/CIPM/2026 OF JULY 30, 2026 UNDER URGENT PROCEDURE, FOR THE SUPPLY OF EQUIPMENT, TOOLS, AND LABOR FOR INDUSTRIAL MAINTENANCE MECHANICS AND VEHICLE AND INDUSTRIAL EQUIPMENT REPAIR MECHANICS AT THE SECTORAL VOCATIONAL TRAINING CENTERS (CFPS) OF EDEA.

1. Subject As part of the implementation of the Debt Reduction and Development Contract, Vocational Training component, the Minister of Employment and Vocational Training (MINEFOP) is launching an Open National Tender under urgent procedure, for the supply of equipment, tools, and labor for Industrial Maintenance Mechanics and Vehicle and Industrial Equipment Repair Mechanics at the Sectoral Vocational Training Center (CFPS) of Edéa. 2. Scope of Services The services covered by this Tender are the supply, transport, handling, and commissioning of equipment, tools, and labor for Industrial Maintenance Mechanics and Vehicle and Industrial Equipment Repair Mechanics as described in the technical specifications, training of trainers on the use of said equipment, as well as after-sales service for one year. 3. Lotting This Tender is not loted. 4. Participation and Origin This Tender is open to any company or group of companies under Cameroonian law: • Having proven experience in supplies of a similar nature; • Legally and financially independent and managed according to commercial law rules; • Not appearing on the United Nations, European Union, or French lists concerning embargoes, money laundering, and/or counter-terrorism. 5. Financing The services covered by this Tender are financed by C2D resources according to Financing Agreement n° CCM 1277 02 S relating to the Sectoral Vocational Training Centers (CFPS) Project. 6. Consultation of Documents The Tender Documents can be consulted during business hours at the Directorate of General Affairs of the Ministry of Employment and Vocational Training located on the 3rd floor of the Ministry building in Nlongkak. 7. Acquisition of Documents The documents can be obtained upon presentation of a receipt for payment of a non-refundable sum of one hundred thousand (100,000) FCFA payable to the public treasury against a receipt. SUBMISSION METHOD Interested bidders can exclusively submit their bids offline. 8. Submission of Bids The documents constituting the bidder's offer will be divided into three separate sealed envelopes containing: Envelope A: Administrative Documents Envelope B: Technical File divided into two volumes: Volume 1: Exclusion Criteria, Volume 2: Qualification Criteria. Envelope C: Financial Proposal Each offer, written in French or English, in seven (7) copies including the original and six (06) copies marked as such, must be sent in a sealed envelope to the Directorate of General Affairs of the Ministry of Employment and Vocational Training in Nlongkak no later than August 27, 2026, at 11:00 AM sharp and must bear the following mention: OPEN NATIONAL TENDER N°00009/AONO-PU/MINEFOP/CIPM/2026 OF JULY 30, 2026 UNDER URGENT PROCEDURE, FOR THE SUPPLY OF EQUIPMENT, TOOLS, AND LABOR FOR INDUSTRIAL MAINTENANCE MECHANICS AND VEHICLE AND INDUSTRIAL EQUIPMENT REPAIR MECHANICS AT THE SECTORAL VOCATIONAL TRAINING CENTERS (CFPS) OF EDEA. "TO BE OPENED ONLY DURING THE BID OPENING SESSION" N.B: Offers received after the submission deadline will be rejected. 9. Delivery Period The delivery period as planned by the Contracting Authority for the supply of the equipment, subject of the service, is ninety (90) days. This period starts from the notification of the service order to commence the service. 10. Provisional Bond Under penalty of rejection, each bidder must attach to its administrative documents a bid bond of four million (4,000,000) FCFA issued by a first-tier financial institution approved by the Ministry of Finance, the list of which is provided in the annex, valid for thirty (30) days beyond the bid validity date. 11. Admissibility of Bids Any bid not complying with the provisions of this Tender, particularly non-compliance with the bid presentation format, will be declared inadmissible. Furthermore, administrative file documents must be originals or certified true copies by the issuing services and dated less than three (03) months prior to the bid submission date or have been established after the signing date of the Notice of Tender. 12. Opening of Bids The opening of bids will take place in a single session, one hour after the submission deadline on August 27, 2026, at 12:00 PM, local time, by the Internal Tender Committee located at the Nlongkak roundabout in the premises of the Ministry of Employment and Vocational Training.
