Open National Call for Tenders under Urgent Procedure No. 16/AAON/COMMUNE-BARE/SG/CIPM/2026 of August 06, 2026 for the supply of the minimum package to public primary schools in the Commune of BARE.

Subject As part of the execution of the Public Investment Budget for the fiscal year 2026, the Mayor of the Commune of BARE, as Contracting Authority, is launching consultations for the supply of the minimum package to public primary schools in the Commune of BARE. 2. Estimated Cost The estimated cost of the operation following preliminary studies is 5,299,000 (Five million two hundred and ninety-nine thousand) CFA Francs. 4. Lotting This supply is delivered as a single lot. 5. Participation and Origin Participation in this request for quotation is open on equal terms to all companies or groups of Public Works Companies specialized in the field, established in Cameroon, excluding: Companies subject to suspension following the termination of a contract, in accordance with the Public Procurement Code; Public companies that are not legally and financially autonomous. 6. Financing The services subject of this Request for Quotation are financed by the Public Investment Budget (BIP) through resources transferred from the Ministry of Basic Education (MINEDUB) for the fiscal year 2026, under budget line no. 60 15 181 1 38000001 0912464201, expenditure authorization: UI00172 ................. . 7. Consultation of the File The Tender File can be consulted free of charge from the publication of this notice, during working hours, at the Mayor's office secretariat. Submission of Offers Each quotation must be written in French or English. Delivery Period The maximum period set by the Contracting Authority for the performance of the services subject of this Request for Quotation is Thirty (30) days for each lot. This period runs from the date of notification of the service order to commence the services. 11. Provisional Bond Each bidder must attach to its administrative documents a stamped provisional bond, hand-paid, issued by a first-class bank or insurance company approved by the Ministry of Finance, accompanied by the CDEC deposit receipt, the list of which is in document 14 of the DAO, specifying the amount of 26,495 (Twenty-six thousand four hundred and ninety-five) CFA Francs, if applicable; i.e. 0.5% of the estimated cost including all taxes (TTC) of the contract in accordance with the current decree, and valid for thirty (30) days beyond the original validity date of the offers. The absence of a bid bond issued by a first-class bank or a first-category financial institution authorized by the Ministry of Finance to issue bonds in public procurement will result in the outright rejection of the offer. A bid bond produced but unrelated to the consultation in question is considered absent. 12. Admissibility of Offers The administrative documents, the technical offer and the financial offer must be placed in separate, sealed envelopes. The following will be rejected by the Contracting Authority: · Envelopes bearing indications of the bidder's identity; · Envelopes received after the deadline for submission; · Envelopes not conforming to the submission procedure. · Envelopes without indication of the Call for Tenders identity; · Failure to comply with the number of copies indicated in the RPAO or offer only in copies; Any incomplete offer in accordance with the provisions of the Tender File will be declared inadmissible. In particular, the absence of a bid bond issued by an institution or financial institution approved by the Minister in charge of finance to issue bonds in public procurement or non-compliance with the models of the documents in the Tender File will result in the outright rejection of the offer without any recourse. A bid bond produced but unrelated to the consultation in question is considered absent. The bid bond submitted by a bidder during the bid opening session is inadmissible.
