EXPRESSION OF INTEREST CONSULTANT SERVICES Expressions of Interest The Ministry of Health, Public Hygiene, and Universal Health Coverage (MSHPCMU) has obtained funds under the 3rd Debt Reduction and Development Contract (C2D) between France and Côte d’Ivoire, managed on the French side by the French Development Agency (AFD), and intends to use part of these funds to make payments for intellectual services, the subject of this expression of interest. This expression of interest is addressed to the following entities: - Study offices - NGOs and Study offices in consortium The State of Côte d’Ivoire, through the MSHPCMU, plans to construct the branch of the National Institute for Health Personnel Training (INFAS) in Bondoukou, located in the Gontougo administrative region in Eastern Côte d’Ivoire. This project will contribute to correcting regional imbalances in health training and sustainably improving the availability of qualified personnel. The construction of such infrastructure requires significant budget mobilization. Therefore, it is mandatory that the investment produces reliable and long-term durable works to help improve health indicators related to human resources. To this end, it is essential to use the services of a Study Firm. On a plot of approximately twelve (12) hectares, the services of the Study Firm will consist of the design and construction of a modern campus dedicated to health personnel training, according to the functional program duly developed and validated by stakeholders. ... The World Bank Health-Nutrition Projects Coordination Unit (UCPS-BM), under the supervision of the Ministry of Health, Public Hygiene, and Universal Health Coverage (MSHPCMU), hereby invites qualified consultants to express their interest in providing the services described above. Expressions of interest will be limited to a maximum of 120 pages. Eligibility criteria for AFD financing are specified in Article 1.3 of the "Directives for Procurement financed by AFD in Foreign States," available online on the AFD website www.afd.fr. Interested consultants must provide information demonstrating that they are qualified and experienced to perform these Services. To this end, they must demonstrate that they have references for recent and similar services within the last ten (10) years (as of January 1, 2016). References will be presented in the format proposed in Annex 1. If the consultant is a consortium, the expression of interest must include: - A copy of the consortium agreement concluded by all its members. OR - A letter of intent to form a consortium if its proposal is selected, signed by all its members and accompanied by a copy of the proposed consortium agreement. Candidates may submit only one application in their own name or as a consortium. If a candidate (including a member of a consortium) submits or participates in multiple applications, they will be eliminated. However, the same subcontractor may participate in multiple applications. In the absence of this document, the other members will be considered subcontractors. The references and qualifications of subcontractors will not be taken into account in the evaluation of applications. The consultant (or the lead member of the consortium) will attach the dated and signed Declaration of Integrity (provided in Annex 2) to their application. The provision of Certificates of Good Performance (ABE) is not mandatory. Work methodologies and individual CVs are not required at this stage. ...
