1. The Local Government Division, Ministry of Local Government, Rural Development & Co-operatives has received financing from the World Bank toward the cost of the IUPHPSP and intends to apply part of the proceeds toward payments under the contract for Awareness program and campaign on (1) air and sound pollution and climate change effects on public health; (2) Consultation with different stakeholders; (3) Healthy lifestyles and Creating Consciousness about non-communicable diseases and (4) Preventive Measures from Smoking, Dust, Unnecessary use of Vehicle Horns.

2. The Local Government Division now invites sealed Bids from eligible Bidders for Awareness program and campaign on (1) air and sound pollution and climate change effects on public health; (2) Consultation with different stakeholders; (3) Healthy lifestyles and Creating Consciousness about non-communicable diseases and (4) Preventive Measures from Smoking, Dust, Unnecessary use of Vehicle Horns.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s ā€œProcurement Regulations for IPF Borrowers -ā€ September 2025 (ā€œProcurement Regulationsā€) and is open to all eligible Bidders as defined in the Procurement Regulations.

4 Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors: 50% and for Bid cost: 50%).

5. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 0900 to 1600 hours at the address given below. For the convenience of the Proposers an unofficial electronic copy of the RFB document can also be viewed at website https://iuphpsp.lgd.gov.bd/ (for inspection purpose only).

6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee BDT 10,000.00 or USD 100.00. The method of payment will be Cashier’s Cheque or Pay Order. [1] The document may be collected from project office or will be sent by querier.

7. Bids must be delivered to the address below on or before 16.00 hours on July 06, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked ā€œORIGINAL BIDā€, and the inner envelopes marked ā€œTECHNICAL PARTā€ will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked ā€œFINANCIAL PARTā€ shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

8. All Bids must be accompanied by a Bid Security shall be BDT 68,00,000.00 (sixty-eight lakh) or USD 56,000.00 (fifty-six thousand) only as mentioned in the bidding document.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
