Mining responsible technical manager duties

The Contracting Authority intends to conclude an assignment contract for the performance of mining responsible technical manager duties related to the Gyöngyösoroszi I. – ore, Recsk I. – copper ore, Recsk II. – non-ferrous metal ore mining waste management facilities, and the Ajkai internal I-V., as well as the Ajkai-Kolontári VI-X/A. mining waste management facilities. The mine operations responsible technical manager is responsible for the implementation of the provisions contained in the technical operational plan, as well as for compliance with and supervision of technical specifications, mine safety regulations, occupational safety, environmental, or mineral resource management regulations within the mine operations. Furthermore, they are obliged to perform all duties falling within the scope of responsibility and authority of the responsible technical manager as defined in the relevant legislation, including, but not limited to: - the duties defined in Section 28 (5) of Act XLVIII of 1993 on Mining, - compliance with and enforcement of the safety regulations defined in Government Decree 23/2022. (I.31.) SZTFH on safety regulations for underground mining activities, - uninterrupted availability during the contract period. The detailed conditions for the tasks to be performed are included in the public procurement technical specification and draft contract. Recsk I. copper ore – mine operations of the mining area named Recsk I.-copper ore, Recsk parcel no. 023/67, Recsk parcels no. 017, 018, 023/54. Recsk II. non-ferrous metal ore – mine operations of the mining area named Recsk II.-non-ferrous metal ore. Shaft I. Parád parcel no. 023/52, Shaft II. Bodony parcel no. 0262. The area of the Ajka-Kolontári red mud disposal sites is as follows: The area of the abandoned tailings ponds designated I-V/A – collectively the internal tailings ponds. Ajka parcel no. 597/3. The area of the abandoned/closure tailings ponds VI-IX, the operational tailings pond X, and the closed tailings pond designated X/A, as well as the associated leachate collection and neutralization system – collectively the external tailings ponds. Ajka parcel no. 0228/1, Kolontár parcel no. 027/1, Kolontár parcel no. 044, Kolontár parcel no. 07/3, Devecser parcel no. 040485/3. Affected settlements: Ajka, Kolontár, Devecser. The operational areas of the performance sites detailed above are equipped with Class A rated mining waste management facilities, for which the performance of responsible technical manager duties is also the responsibility of the tenderer. Furthermore, the Contracting Authority draws attention to the fact that the final closure of the Gyöngyösoroszi Ore Mine is in progress. The concept of closure involves the sealing of the opened drifts and excavation systems of the Mátraszentimre mining area. The purpose of sealing is to eliminate the possibility of sulfide mineral oxidation and to prevent the formation of uncontrollable pressures due to collapses resulting from the deterioration of the drifts. Sealing is carried out using a dense slurry sealing technology.
