Terms of Reference for IUCN Consultancy Title: CONDUCT A BASELINE ASSESSMENT FOR THE INTEGRATION OF ONE HEALTH INTO THE PROGRAM/ CURRICULUM IN THE HIGHER LEARNING INSTITUTIONS IN RWANDA Objective of the Consultancy This consultancy has the following objective(s): To assess the baseline capacity and training needs of academic institutions in Rwanda’s GVL region, identify gaps and opportunities for integrating One Health into curricula, and provide recommendations to strengthen One Health programmes and the Centre of Excellence. The Greater Virunga Landscape (GVL) is a globally significant biodiversity hotspot spanning eastern Democratic Republic of Congo (DRC), northern Rwanda, and western Uganda, covering approximately 58,617 km². It is exceptionally rich in biodiversity and endemism, including the world’s remaining population of mountain gorillas, at least 150 Albertine Rift endemic vertebrate species, and 246 endemic plant species. The landscape also supports more than 5,100 species of mammals, birds, amphibians, reptiles, and plants. At the same time, the GVL has a high and rapidly growing human population, with communities heavily dependent on protected areas and natural resources for their livelihoods. Population pressure, migration, conflict, natural disasters, habitat fragmentation, poaching, illegal wildlife trade, and human–wildlife conflict are increasing interactions among people, livestock, wildlife, and ecosystems. These conditions heighten the risk of zoonotic disease transmission and spillover, particularly in a context of limited health security infrastructure. With funding from the Pandemic Fund, IUCN, together with WWF, GVTC, Gorilla Doctors (GD), and IGCP, is implementing the project “Strengthening One Health- based Prevention, Preparedness and Response (PPR) in the Greater Virunga Landscape.” FAO, UNICEF, and WHO are the implementing partners. Covering DRC, Rwanda, and Uganda, the project applies a One Health approach that brings together health, agriculture, wildlife, conservation, and tourism sectors. It builds on community priorities and existing conservation and health initiatives to strengthen cross-sectoral collaboration, promote inclusive conservation and local ownership, and enhance long- term resilience and sustainability across the GVL. Description of the Assignment The Consultant will assess the baseline capacities and capacity-building needs of academic and higher learning institutions in Rwanda’s GVL region to support the development and strengthening of One Health programmes. The assessment will include:  Reviewing existing One Health-related curricula, academic programmes, training initiatives, research activities, expertise, and institutional capacities.  Identifying key capacity gaps and training needs among institutions and relevant academic staff.  Assessing opportunities to integrate and strengthen One Health concepts and interdisciplinary approaches within existing curricula and academic programmes.  Consulting relevant academic, government, human health, veterinary, environmental, wildlife, and conservation stakeholders to capture institutional and sectoral perspectives.
